170 <br /> <br /> WHEREAS, in our quest to impose sanctions on those who break the law by <br />perpetrating violence, we must also meet the needs of battered women and their children who <br />often suffer grave financial, physical, and psychological losses; and <br /> <br /> WHEREAS, the crime of domestic violence violates an individual's privacy, dignity, <br />security, and humanity; and <br /> <br /> WHEREAS, the impact of domestic violence is wide-ranging, directly affecting women <br />and children and society as a whole, crossing all economic, racial, and societal boundaries; <br /> <br /> NOW, THEREFORE, I, Katherine E. Slaughter, Mayor of the City of Charlottesville, <br />Virginia, do hereby proclaim the month of October, 1996 as Domestic Violence Awareness <br />Month and urge all citizens to actively participate in the scheduled actMties and programs <br />sponsored by the Shelter for Help in Emergency to work toward the elimination of personal <br />and institutional violence against women. <br /> <br />i. RESOLUTION: Designating Acting Clerk of Council <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville hereby confirms the <br />appointment of Linda Peacock to serve as Acting Clerk of Council during the absence of <br />Jeanne Cox, Clerk of Council, from October 1-17, 1996. <br /> <br />j. RESOLUTION: Authorizing grant application for alternative fuels <br /> <br /> WHEREAS, the Secretary of Transportation is authorized to make grants for mass <br />transportation projects; and <br /> <br /> WHEREAS, the contract for financial assistance from the Virginia Alternative Fuels <br />Revolving Fund wilt impose certain obligations upon the applicant, including the provision by <br />the City of the local share of project costs; now, therefore, <br /> <br />BE IT RESOLVED by the Council for the City of Charlottesville, Virginia: <br /> <br /> 1. That Gary O'Connell, City Manager, is authorized to execute and file an application <br />on behalf of the City of Charlottesville with the Virginia Department of Transportation to <br />finance the purchase of alternative fueled vehicles. <br /> <br /> 2. That Judith Mueller, Director of Public Works, is authorized to furnish such <br />additional information as the Virginia Department of Transportation may require in <br />connection with the application for the project. <br /> <br /> 3. That Linda Peacock, Budget Administrator, is authorized to execute grant <br />agreements on behalf of the City of Charlottesville with the Virginia Department of <br />Transportation in conjunction with this project. <br /> <br />k. ORDINANCE: <br /> <br />Closing Woodrow Street (carded over) <br /> <br />RESOLUTION: <br /> <br />RESTAURANT <br /> <br />GRANTING CAFE PERMIT FOR HARDWARE STORE <br /> <br /> Mr. Toscano and Ms. Daugherty questioned whether other restaurants have expressed <br />interest or applied for a cafe permit in the location cun-ently used by the Hardware Store <br />Restaurant. <br /> <br /> Mr. Satyendra Huja, Director of Conununity Development, replied that two other <br />restaurants have expressed interest in the location, but have not officially applied for a <br />permit. Mr. Huja said that there are no trees directly in front of the Hardware Store and that <br />site is sloped, which makes that location undesirable. Mr. Huja said that Council could divide <br />the current location into two spaces to accommodate two cafes. <br /> <br /> <br />
