182 <br /> <br />ORDINANCE: REZONING OF I42CKMAN/ROBINSON/WOODFOLK PROPERTIES <br />FROM R-1 RESIDENTIAL TO R-1 PLANNED UNIT DEVELOPMENT (PUD) <br /> <br /> Mr. Cox said that he ~vould abstain from discussion and consideration of the ordinance <br />due to his involvement in the Kellytown project. <br /> <br /> Mr. Huja explained that the purpose of a PUD is to allow developers to be more <br />creative and respectful of the natural setting. Mr. Huja said that two PUD applications are <br />before Council: the Hickman/Robinson/Woodfolk properties north of Cabell Avenue, and <br />the Hickman/Bull properties at the west end of Amherst Street. The Planning Conunission <br />recommended approval of the rezoning for the following reasons: 1) The proposed <br />development concept and density is in harmony with the Comprehensive Plan and Land Use <br />Plan in that it proposes single family detached units for sale at a gross density less than our <br />R-1 zoning density; and 2) It will not have a significant adverse impact on the surrounding <br />neighborhoods if conditions are met. <br /> <br /> The width of the road, and concerns about access by safety vehicles, and the Planning <br />Commission request that sidewalks be constructed to Preston Avenue was discussed, and <br />Councilors asked that the ordinances be amended for clarity. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Daugherty, the ordinance entitled "AN <br />ORDINANCE AMENDING AND REENACTING THE DISTRICT MAP <br />INCORPORATED IN SECTION 34-15 OF THE ZONING ORDINANCE OF THE CODE <br />OF THE CITY OF CI-LARLOTTESVILLE, 1990, AS AMENDED, BY THE REZONING <br />OF CERTAIN PROPERTY LOCATED NEAR CABELL AND PRESTON AVENUES," as <br />amended, was offered and carried over to the October 18th meeting for consideration. <br /> <br />ORDINANCE: REZONING OF HICKMAN PROPERTY FROM R-1 AND R-2 TO <br />R-1/R-2 PLANNING UNIT DEVELOPMENT (PUD) <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Daugherty, the ordinance entitled "AN <br />ORDINANCE AMENDING AND REENACTING THE DISTRICT MAP <br />INCORPORATED IN SECTION 34-15 OF THE ZONING ORDINANCE OF THE CODE <br />OF THE CITY OF CHARLOTTESVILLE, 1990, AS AMENDED, BY THE REZONING <br />OF CERTAIN PROPERTY LOCATED ON AMHERST STREET," as amended, was <br />offered and carried over to the October 18th meeting for consideration. <br /> <br />APPROPRIATION: $33,545 - Juvenile Detention Home Study <br /> <br /> Mr. Cox expressed concern about the projection of a long-term need for a juvenile <br />detention facility given the trend that shows a reduction in the juvenile crime rate. <br /> <br /> Ms. Peacock stated that while the juvenile arrest rate has declined somewhat, there has <br />been an increase in the number of days juveniles stay in the detention home due to more <br />serious crimes being committed, and also due to the fact that the juvenile court judge often <br />sends a juvenile to the facility prior to sentencing if the family is found to be dysfunctional. <br /> <br />Mr. Cox said he is not sure he is ready to make such a commitment for the long-term <br /> <br /> Ms. Daugherty said that she feels it is unsatisfactory for youth to be taken to an out of <br />town facility, and added that the holding cell at the juvenile court is also inadequate. <br /> <br /> Ms. Peacock said the study will identify gaps in services and other information dictated <br />by the state that will allow Council to judge whether there is a need to renovate or expand the <br />existing facility or build a local facility. <br /> <br /> Ms. Slaughter said that she is concerned that alternatives to incarceration are not being <br />considered in the study, and Ms. Peacock said that part of the team doing the study will look <br />at how services are cun-ently offered and if other alternatives will meet the needs as part of a <br />comprehensive approach to juvenile justice. <br /> <br /> <br />
