183 <br /> <br /> Ms. Slaughter said that she finds the conclusion in the study that linked juvenile <br />problems with working mothers offensive. <br /> <br /> Ms. Richards asked if changes in state law- regarding juvenile crime were included in the <br />initial study that was done, and Ms. Peacock said that she assumes the new study will address <br />the new laws. <br /> <br /> Ms. Richards said that she favors moving ahead with the study as long as it wdll address <br />current needs, cost benefits and future needs of juvenile offenders. <br /> <br /> Mr. Cox said he is concerned that the conclusion has already been made that there is a <br />need for a new local facility. <br /> <br /> Ms. Peacock stated that local juvenile justice workers do feel that there would be <br />benefits in having a local facility to allow better access to support services and to allow <br />families to participate in programs. Ms. Peacock noted that the study will evaluate the initial <br />statistics provided. <br /> <br /> Responding to a question from Mr. Cox, Ms. Peacock said that the holding cell at the <br />Juvenile Court has been improved, but there are often several youth that are held in the cell <br />for long periods of time. <br /> <br /> Ms. Daugherty questioned whether additional staff could be hired to supervise the <br />youths in the cell, and Ms. Peacock replied that she thought the County Sheriff would <br />welcome funding for an additional hake-time bailiff to staff the holding celt. <br /> <br /> Ms. Slaughter suggested that the issue of additional staff be taken up at a later time. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Daugherty, the $33,535 appropriation for <br /> the Juvenile Detention Home study was offered and carried over to the next meeting for <br /> consideration. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br />APPOINTMENTS: FONTAINE AVENUE TASK FORCE <br /> <br /> Ms. Richards stated that the Fontaine Avenue Task Force was recommended to be <br />composed of two business owners in the corridor, two residents of the corridor, one citizen <br />at-large, one property owner who is not a resident of the corridor, a City representative, <br />Planning Commission member, County representative, and University of Virginia <br />representative. <br /> <br /> On motion by Ms. Richards, seconded by l~fl. Toscano, the following persons were <br />named to the Fontaine Avenue Task Force: Lee Hoff, Richard Laney, Drake Patton, Andy <br />Lockman, John Hilker, Christopher Reed, Wayne Cilimberg, Pete Anderson, Jay Levine, and <br />Nancy Damon. <br /> <br />Nfl-.
