194 <br /> <br /> Councilors expressed general agreement about the need for a parking map, but Mr. <br />Toscano noted that in terms of funding priority, such an expenditure was not high for him. <br /> <br />Council agreed that the size of on-street parking spaces should be reviewed. <br /> <br />Creating satellite parking in places such as churches was discussed. <br /> <br /> Mr. Toscano asked what the goal would be for satellite parking if there is not a <br />fundamental problem with a lack of parking spaces downtown. <br /> <br /> It was agreed that further exploration of satellite parking would be looked at further in <br />the future. <br /> <br /> Ms. Mueller stated that two school and tourist bus stops have already been created on <br />Water and Market Streets, and added that buses can also go to the City' Yard. <br /> <br /> Ms. Mueller said that loading zones have been clearly marked with time limits <br />downtown and on West Main Streets. , <br /> <br /> The recommendation to create residential permit parking on all or part of Market Street <br />was discussed. Concern was expressed about the impact permit parking would have on <br />customer parking downtown. <br /> <br /> Mr. Clyde Gouldman, City Attorney, noted that. existing permit parking in <br />Charlottesville was created to preserve residential parking in strictly residential areas and the <br />rationale would not be the same for this situation. <br /> <br /> Ms. Daugherty said she feelS downtown is too commercial an area for residential permit <br />parking. <br /> <br /> Mr. Toscano said he has not heard a lot of concern about parking from people living <br />downtown. <br /> <br /> Mr. Slaughter recommended that the matter be sent back to the Planning Commission <br />for further stUdy. <br /> <br /> Ms. Mueller said that there are issues concerning two types of special parking <br />privileges: government vehicles and volunteer rescue and firefighters. Ms. Mueller said that <br />more and more spaces are being mai'ked for government vehicles, and use of parking spaces <br />by volunteers is a big issues, especially in the Comer area. <br /> <br /> Staff was asked to provide data and review the ordinance regarding such special <br />parking privileges. <br /> <br /> CoUncil agreed that more businesses should be encouraged to validate parking in the <br />parking garages. <br /> <br /> Regarding maintaining free on-street parking, Ms. Daugherty said she thinks such <br />parking should continue to be free, but should be reduced to one hour. <br /> <br /> Mr. Cox said reducing the time limit to one hour gives the perception that the City is <br />penalizes downtoxvn employees, and noted that he is sympathetic to that point of view. <br /> <br /> Ms. Richards said she did not think the City's parking policy should sanction such <br />behavior as moving one's car every two hours. <br /> <br /> Ms. Daugherty said that having a lot of on-street free parking will help downtown <br />compete with shopping centers. <br /> <br /> <br />
