Mr. Cox agreed with <br />Mr. Toscano. <br /> <br /> Ms. Daugherty suggested making areas immediately adjacent to the mall one-hour <br />parking, and Ms. Richards suggested incrementally trying one-hour parking in a few blocks. <br /> <br /> Responding to a question from Mr. Cox, Ms. Mueller said that reducing the time limit <br />for parking to one-hour Would not be an issue for Public Works, but might have an impact on <br />the Police Department. <br /> <br /> 5,/Ir. O'Connell said ihat he will bring back the operational cost of reducing the parking <br />to one-hour. ~ <br /> <br /> Council asked that Staff explore h/h-. Toscano's idea of a lottery for the City parking <br />lots. ~ <br /> <br /> Improvements to mall sidestreets was discussed. <br /> <br /> Mr. Cox suggested ihat energy be focused on places such as 4th Street where there are <br />existing businesses fronting on the street. <br /> <br /> Ms. Slaughter recommended that staff talk with property owners, especially on 4th <br />Street, to see if there is interest in improving the streets. <br /> <br /> Mr. Toscano suggested that Council convey to developers that if they are going to <br />develop side streets, the City will be a partner. Mr. Toscano noted that developing side <br />streets where there is currently no activity would have a greater economic impact than <br />improving 4th Street since it is already an active area. <br /> <br /> l~&. Cox said he thinks the City needs to be willing to consider alternativeS for side <br />streets such as allowing permanent private use of the City's fight-of-way. <br /> <br /> Council expressed an interest in exploring such options, and asked the City Attorney to <br />explore any legal issues that woUld be involved. <br /> <br /> Ms. Slaughter asked that staff consult with property owners to see if there is any <br />interest in exploring such options. <br /> <br /> Ms. Richards also recommended that Council's interest be conveyed to the Planning <br />Commission, Board of ~chitectural Review, and Urban Design Committee. <br /> <br /> Entrances to sidestrCets was discussed. <br /> <br /> Ms. Daugherty said!she feels more attention should be given to sidestreet entrances <br />such as adding planters. <br /> <br /> Council agreed that thnding for sidestreet entrances should be included in the capital <br />improvement program, and that any design be done in a way that it is easy to maintain. <br /> <br />Creation of a busim ~.ss improvement district (BID) was discussed. <br /> <br /> <br />
