196 <br /> <br /> Ms. Slaughter said that she would want any part of the mall included in a BID to <br />remain public and under the review of the Board of Architectural Review, and noted that she <br />would ultimately like to see all of the mall included in such a district rather than only one <br />segment. <br /> <br /> It was noted that funds from a BD could be used for marketing, security, maintenance, <br />parking and public improvements. <br /> <br /> Ms. Richards said she thinks funds from a BID should supplement, bm not supplant the <br />City's Police Department security, and that the City's security should have authority over <br />other security measures. <br /> <br /> Mr. Cox said he feels a BID should accommodate the fullest range of business o~vners <br />and widest variety of views on the mall, and if that is done, then a "test" area would be <br />agreeable. <br /> <br /> Mr. Jim Gahres, Director of Economic Development, said that he feels a pilot BID area <br />would make sense and would be attractive for the major business owners downtown who are <br />interesting in making downtown successful. Mr. Gahres said the majority of businesses <br />downtown seem to be interested and he thinks common ground could be found to include all <br />views.
