210 WHEREAS, federal policies aUthorize JADE to receive and spend such proceeds provided the expenditure is on drug related law enforcement matters; now, therefbre, BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that such $702 is hereby appropriated to expenditure account 05-270-0411 t 0 to be used by the JADE Task Force for the purchase of equipment and as match money for grants. d. ORI)INANCE: Expanding Permit Parking Zone #3 (2nd reading) e. RESOLUTION: Approving permit parking for 13th Street, N.W. WHEREAS, residents of 13th Street, N.W. between Gordon Avenue and Grady Avenue have requested that City Council designate that street as a restricted parking block; and WHERE. AS, in accordance with the permit parking regulations, the City Traffic Engineer has conducted on street parking surveys and mailed nOtice to all residents of the affected area that Council will consider designating such area as a restricted parking block; and WHEREAS, the surveys have shown that at least 75% of the total number of on street parking spaces in the proposed reStricted parking block were occupied, and at least 50% of the total number of on street parking spaces in that block were occupied by commuter vehicles; and WHEREAS, Council has considered: (a) the purpose and intent of the permit parking ordinance and regulations; (b) the alternate means of transportation, if any, to and from the restricted parking blocks being established; (c) the adverse impact that restricting parking in such blocks might have on nearby neighborhoods that do not have permit parking; and (d) the adverse impact that such restrictions ma),- have on the non-residents of the proposed restricted parking block and their ability to find available parking near their place of work; now, therefore BE IT RESOLVED by the Council of the City of Charlottesville that 13th Street, N.W. between Gordon Avenue and Grady Avenue is hereby designated as a restricted parking block. ORDINANCE: Automobile Decal Placement (2nd reading) g. ORDINANCE: Sale of property adjacent to Pen Park (2nd reading) APPROPRIATION: $35,000 - Va. Recreation Trail Program - Greenbelt Trail Ms. Slaughter said she would recommend appointing an advisory committee to work on this project, and added that the Parks Advisory Committee agrees with this recommendation. Mr. Toscano asked what the cost will be to the City to administer and maintain this new trail and expressed concern about establishing another board at a time when Council is discussing reducing the number of boards.
