211 <br /> <br />Ms. Slaughter said this would not be an on-going board. <br /> <br />Mr, O'Connell said that staffwill need to determine the cost of maintaining this trail. <br /> <br /> Ms. Slaughter suggested that the committee include an engineer, a representative of <br />Rivanna Trails, a neighborhood representative, and a member of the Parks Advisory <br />Committee. <br /> Mr. O'Connell recommended that the cost of maintenance be considered as part of the <br />committee's charge. <br /> <br /> Ms. Slaughter recormnended that long-term costs be determined by the staff before the <br />money is used, and if the cost is found to be prohibitively high, the grant could be returned. <br /> <br /> Ms. Daugherty made a motion to approve the $35,000 appropriation and the <br />establishment of an ad hoc committee, whose charge shall include attention to the long-term <br />maintenance and upkeep of the trail. Mr. Toscano seconded the motion and the <br />appropriation was carried over to the next meeting for consideration. <br /> <br />RESOLUTION: Authorizing $8,575 for study oftwo-waying Market Street <br /> <br /> Mr. O'Connell explained that the evaluation oftwo-waying Market Street would <br />include an evaluation of the impacts of other streets downtown. <br /> <br /> Mr. Toscano recommended that the resolution be tabled until a more specific <br />description of what will be studied is provided. <br /> <br />The resolution was deferred to the next meeting. <br /> <br />PUBLIC <br /> <br /> Mr. Jock Yellott of Market Street, said that those -who live on Market Street would like <br />to have input on the decision to two-way Market Street, and added that he would like to talk <br />to the consultant who will conduct the study. Mr. Yellott said that he thinks two waying <br />Market Street is a'bad idea, and would increase noise and hazards. <br /> <br /> Mr. Daniel Schleffer asked whether the City Attorney feels the curfew ordinance will be <br />legally defensible, and asked how the police will identify the age of youth when they are not <br />required to carry an identification. <br /> <br /> Mr. Gouldman said that while a curfew ordinance was struck down in Washington, <br />D. C., it has been upheld in other courts. <br /> <br /> Mr. Steve Stem, 1632 Keith Valley Road, representing "Beating the Odds," a <br />pregnancy prevention program operated at Clark, Yancey, Jackson-Via and Greer Schools, <br />asked for Council's commitment to pro-vSde matching funds for a long-term grant to continue <br />the program. <br /> <br /> Responding to a question from Mr. Cox, Mr. Stem said that the program cost $42,000 <br />this year, with one third of the funding coming from the City. <br /> <br />Mr. Cox said he would like to have more information on the program. <br /> <br /> Mr. Stem asked Council to call someone on the Task Force to give a sense of their <br />support for the funding. <br /> <br /> Ms. Richards said she likes the aspect of trying to avoid duplication of services, and <br />providing a continuum of services. <br /> <br /> <br />
