213 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Monday, December 16, <br />1996 at 5:15 p.m. IN THE Second Floor Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />5:15 p.m. - Executive session as provided by Section 2.1-344(A) of the Virginia Code <br /> <br />7:00 p.m. - Discussion with Virginia Department of Transportation Board <br />representatives regarding the Western Bypass and Meadowcreek Parkway <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />SECOND FLOOR CONFERENCE ROOM - December 16, 1996 <br /> <br /> Council met in special session on this date with the following members present: Mr. <br />Cox, Ms. Daugherty, Ms. Richards, Ms. Slaughter, Mr. Toscano. <br /> <br /> On motion by Ms, Richards, seconded by Ms. Daugherty, Council voted, with Mr. Cox <br />and Mr. Toscano absent for the vote, to meet in executive session for the purpose of <br />considering the acquisition or use or real property for public purpose, or the disposition of <br />publicly held property, as authorized by Section 2.1-344(A)(3) of the Virginia Code, and <br />more specifically described as properties in the downtown and West Main Street areas; and <br />for the purpose of consultation with legal counsel and briefings by staff members, consultants <br />or attorneys, pertaining to probable litigation, or other specific legal matters requiting the <br />provision of legal advice by counsel, as authorized by Section 2.1-344(A)(7) of the Virginia <br />Code. The substance of the matters to be discussed can reasonably be identified as follows: <br />changes in the forrn of local government structure, and related alternatives. An executive <br />session on this subject is also authorized by Section 15.1-945.7(D) of the Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Mr. Cox, seconded by Ms. <br />Richards, certified that, to the best of each member's knowledge, (i) only public business <br />matters lawfully exempted from open meeting requirements by Virginia law were discussed in <br />the executive meeting to which this certification resolution applies, and (ii) only such public <br />business matters as were identified in the motion convening the executive meeting were <br />heard, discussed or considered by the Council. <br /> <br /> Mr. Bill Roudabush and Mr. Carter Myers, members of the Virginia Department of <br />Transportation Board, discussed funding for the Western Bypass and Meadowcreek Parkway <br />and the possibility of designating the IVleadowcreek Parkway as a primary road. Mr. Myers <br />said such a designation would help direct people downtown, help tourism, provide more lane <br />mileage payment, and would provide Albemarle County with better funding opportunities for <br />their portion. Mr. Myers stressed that the Meadowcreek Parkway would not be constructed <br />in lieu of the bypass or as an alternative to the bypass, and construction could begin with it <br />having a secondary road designation~ <br /> <br /> Mr. Roudabush proposed possible routes to link the ParkaYay with Route 53 in order to <br />obtain the primary road designation, and said that this proposal would not be taken to the <br />'4DOT Board unless there is agreement by both the City and County to such a designation. <br /> <br /> COUNCIL CHAMBER- December 16, 1996 <br /> <br /> Council met in regular session on this date with the following members present: Mr. <br />Cox, Ms. Daugherty, Ms. Richards, Ms. Slaughter, Mr. Toscano. <br /> <br />PUBLIC <br /> <br /> Mr. Michael Webber, 1855 Winston Road, said that garbage collection should be a <br />private industry, and he feels that the Ivy Landfill is substandard.
