213 NOTICE OF SPECIAL MEETING A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Monday, December 16, 1996 at 5:15 p.m. IN THE Second Floor Conference Room. THE PROPOSED AGENDA IS AS FOLLOWS: 5:15 p.m. - Executive session as provided by Section 2.1-344(A) of the Virginia Code 7:00 p.m. - Discussion with Virginia Department of Transportation Board representatives regarding the Western Bypass and Meadowcreek Parkway BY ORDER OF THE MAYOR BY Jeanne Cox (signed) SECOND FLOOR CONFERENCE ROOM - December 16, 1996 Council met in special session on this date with the following members present: Mr. Cox, Ms. Daugherty, Ms. Richards, Ms. Slaughter, Mr. Toscano. On motion by Ms, Richards, seconded by Ms. Daugherty, Council voted, with Mr. Cox and Mr. Toscano absent for the vote, to meet in executive session for the purpose of considering the acquisition or use or real property for public purpose, or the disposition of publicly held property, as authorized by Section 2.1-344(A)(3) of the Virginia Code, and more specifically described as properties in the downtown and West Main Street areas; and for the purpose of consultation with legal counsel and briefings by staff members, consultants or attorneys, pertaining to probable litigation, or other specific legal matters requiting the provision of legal advice by counsel, as authorized by Section 2.1-344(A)(7) of the Virginia Code. The substance of the matters to be discussed can reasonably be identified as follows: changes in the forrn of local government structure, and related alternatives. An executive session on this subject is also authorized by Section 15.1-945.7(D) of the Virginia Code. Council reconvened in open session and, on motion by Mr. Cox, seconded by Ms. Richards, certified that, to the best of each member's knowledge, (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the executive meeting to which this certification resolution applies, and (ii) only such public business matters as were identified in the motion convening the executive meeting were heard, discussed or considered by the Council. Mr. Bill Roudabush and Mr. Carter Myers, members of the Virginia Department of Transportation Board, discussed funding for the Western Bypass and Meadowcreek Parkway and the possibility of designating the IVleadowcreek Parkway as a primary road. Mr. Myers said such a designation would help direct people downtown, help tourism, provide more lane mileage payment, and would provide Albemarle County with better funding opportunities for their portion. Mr. Myers stressed that the Meadowcreek Parkway would not be constructed in lieu of the bypass or as an alternative to the bypass, and construction could begin with it having a secondary road designation~ Mr. Roudabush proposed possible routes to link the ParkaYay with Route 53 in order to obtain the primary road designation, and said that this proposal would not be taken to the '4DOT Board unless there is agreement by both the City and County to such a designation.
