214 <br /> <br />that Council will review the landfill consultant's report independent of Rivanna and City staff <br />to see if it is valid. <br /> <br /> Casey Burke, 593 Shady Lane, supported pursuing option 2 of the landfill report which <br />would close the landfill within two years, and supported converting the landfill to recreational <br /> <br />use. <br /> <br /> Ms. Sandy Snyder, representing the Womeffs Rugby Club, supported conversion of the <br />Ivy landfill to recreational use. <br /> <br /> Ms. Barbara Strain, 1724 Old Forge Road, representing a local soccer organization, <br />said there is a lack of soccer fields in the area, and supported option two for the landfill. <br /> <br /> Ms. Susan Bochek, Peacock Hill, supported a fast-track closure of the landfill, and <br />incorporating a sculpture park once the facility is closed. <br /> <br /> Ms. Terry Shotwell, representing the Charlottesville Downtown Foundation, presented <br />the City with a check for $10,000 to be used for landscaping the amphitheater. <br /> <br />ORDINANCE: WEST MAIN STREET ARCHITECTURAL DESIGN CONTROL <br />DISTRICT <br /> <br /> Mr. Satyendra Huja, Director of Community Development, said that following a <br />December 10th joint City Council/Planning Commission public hearing, the Planning <br />Commission unanimously recommended establishing an architectural design control district <br />for the West Main Street area. <br /> <br /> Mr. Cox made a motion to approve the ordinance designating a West Main Street <br />architectural design control district, with an effective date of March 1, 1997. Ms. Daugherty <br />seconded the motion. <br /> <br /> Ms. Richards requested that the ordinance be amended to include language that the <br />BAR will have provided, and Council approved, design review guidelines by March 1, or <br />prior to the ordinance taking effect. Ms. Richards said that business and property owners on <br />West Main Street do not feel they have access to proper guidelines. Ms. Richards said she <br />feels the guidelines should recognize the architectural diversity of the West Main Street <br />corridor. Ms. Richards also suggested that a requirement be included in the ordinance that at <br />the time of its passage, all demolition would be affected by the ordinance.. <br /> <br />Ms. Daugherty said she would support Ms. Richards amendment. <br /> <br /> Mr. Cox asked if Ms. Richards' amendment meant that if the guidelines are not in place <br />then the ordinance will not take effect, and Ms. Richards said that was her intention. <br /> <br /> Mr. Cox said he is concerned that there would be no way to predict the timeline for <br />development of the guidelines, and they could take months if not years to be fine tuned. Mr. <br />Cox said he feels the current downtown guidelines are flexible enough to be applied to West <br />Main Street. Mr. Cox supported having the law in place and then work on fine tuning. <br /> <br /> Mr. Toscano said he feels that Ms. Richards' amendment addresses the concerns about <br />demolition prior to the effective date of the ordinance while Mr. Cox's motion would not. <br /> <br /> Mr. Cox said he is willing to risk the three-month gap, but not willing to leave the time <br />open-ended. <br /> <br /> Ms. Slaughter said she supports the motion as stated by lVlr. Cox, noting that the March <br />1 st date gives some opportunity for input by business owners before the guidelines are <br />developed. <br /> <br /> <br />
