220 <br /> <br />APPROPRIATION: $35,000 - Va. Recreation Trails Program - Greenbelt Trail <br />(2nd reading) <br /> <br /> Mr. Toscano said he is very reluctant to approve the appropriation without knowing <br />future costs and recommended that a stipulation be added that the funds not be spent until <br />Council has an indication of the long-term costs and decides that those costs are reasonable. <br /> <br /> The appropriation of $35,000 for the Va. Recreation Trail Program - Greenbek Trail, <br />with Mr. Toscano's stipulation added, which was offered at the December 2nd meeting, was <br />approved by the following vote. Ayes: Mr. Cox, Ms. Daugherty, Ms. Richards, Ms. <br />Slaughter, Mr. Toscano. <br /> <br /> WHEREAS, the City of Charlottesville has been awarded $35,000 from the Virginia <br />Recreational Trails Fund Program (¥~RTFP) for fiscal year 1996-97, to be expended on <br />construction and development costs for the North Moore's Creek Greenbelt Trail; and <br /> <br /> WHEREAS, it is a requirement of this grant that projects funded with VRTFP <br />initiatives money be matched with local funds; now, therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the <br />sum of $35,000, to be received as a grant from the state, is hereby appropriated in Capital <br />Fund account 26-041-121063, and will be matched by $35,000 already appropriated from the <br />Capital Fund, for construction and development of the North Moore's Creek Greenbelt Trail. <br />This appropriation is conditioned upon receipt of $35,000 from the Virginia Recreational <br />Trails Fund Program; provided, however, that said grant funds will not be expended until <br />City Council is advised of the operational costs of the North Moore's Creek Greenbelt Trail <br />and approves of such expenditure. <br /> <br />RESOLUTION: Authorizing $8,575 for study of two-waying Market Street <br /> <br /> Mr. O'Connell said that the study oftwo-waying Market Street will evaluate the <br />impacts of two-waying on streets between Market and High and Mclntire and 9th Street, <br />N.E, will include the impact on bus stops, and the pros and cons oftwo-waying the street. <br />The study should be completed in six weeks. <br /> <br /> Mr. Cox said that spending this amount of money carries a commkment to implement <br />the two-waying, and asked what is motivating the desire to two-way Market Street. <br /> <br />Mr. O'Connell replied that the issue comes up when access to downtown is discussed. <br /> <br />Ms. Slaughter said two-waying of Market Street is brought up in tourism discussions. <br /> <br /> Ms. Richards asked if parking issues will be addressed in the study, and Mr. O'Connell <br />said that it will only be addressed in the context of the impact the change would have on <br />parking. <br /> <br /> Mr. Toscano said he has not been convinced that Market Street should be two-wayed, <br />and feels the funds could be better spent on banners and other improvements to downtown. <br /> <br /> Ms. Slaughter said she supports making Market Street two-way and is not sure that a <br />consultant is needed. <br /> <br />Mr. O'Connell said that City staff are not able to conduct such a study in-house. <br /> <br /> On motion by Ms. Daugherty, seconded by Ms. Richards, the resolution authorizing <br />$8,575 for a study oftwo-waying Market Street was approved by the following vote. Ayes: <br />Mr. Cox, Ms. Daugherty, Ms. Richards, Ms. Slaughter. Noes: Mr. Toscano. <br /> <br /> <br />
