143 <br /> <br />may subsequently be imposed hereunder; (c) that the continued operation of the cafe poses a <br />threat to the public health, safety or welfare or constitutes a public nuisance; or (d) if by June <br />1 st in any calendar year covered by this permit, the outdoor cafe has not been in substantial <br />operation for a period of 60 days, or if the cafe ceases operation for a period of 30 days or <br />more prior to Labor Day of any year. <br /> <br /> 9. This permit may be revoked at any time upon six months' notice to the operator, for <br />any public purpose as determined by the City Council. <br /> <br /> 10. Approval of this permit is conditioned upon the applicant's compliance with the <br />plans approved by the Board of Architectural Review. <br /> <br />11. This permit shall not be assigned without the express permission of City Council. <br /> <br />PUBLIC HEARING: ANNUAL TAX RATE <br /> <br /> Mr. Toscano explained that the annual tax rate is proposed to remain the same, but ' <br />total property assessments have increased an average of 2.05% <br /> <br /> The public hearing was opened, bUt as there were no speakers, the public hearing was <br />closed. <br /> <br />PUBLIC HEARING: CiTY MANAGER'S PROPOSED FY 95/96 BUDGET <br /> <br />The public hearing was opened. <br /> <br /> Ms. Janelle Lee, 415-H Garrett Square, supported additional funding for a van driver <br />and summer program for the Parents in Education Program. <br /> <br /> Mr. Kenneth Ackerman, Executive Director of the Monticello Area Community Action <br />Agency (MACAA), stated that MACAA has modified its budget request to eliminate across <br />the board salary increases and requested additional fund for the Parents in Education <br />Program ($5,000); Camp Horizon; ($10,000); and Housing Counseling ($4,000). <br /> <br /> Ms. Tara Wiiiialms, 517 Rougemont and participant in the Camp Horizon program, <br />supported funding for the Camp Horizon Program. <br /> <br /> Ms. Ashtin Smith, 620 Park Street and a member of Preservation Piedmont, supported <br />a modest increase in funding for the Department of Community' Development, and stated that <br />she hoped priorities would be set to accommodate needs of newly designated historic <br />properties, especially in low income neighborhoods. Ms. Smith stated that she hopes the <br />existing Community Development staff can work more on historic preservation in <br />neighborhoods and supported providing funds in the future for priority neighborhoods, <br />especially Ridge Street. <br /> <br /> Ms. Bessie Williams, 999 5th Street, SW., the Carver Senior Center Site Supervisor, <br />requested City funding to house the Carrier Senior Center in the Thomas Jefferson Adult Day <br />Care Center on West Market Street when the site is vacated. Ms. Williams stated that the <br />Carver site is at capacity many days and sometimes over capacity and the space is too <br />restricted; there is only one uni-sex handicapped bathroom; projects cannot be left out <br />overnight; there is no space for exercise; and the Carver seniors wants a center they can call <br />their own. <br /> <br /> Ms. Grace Tinsley, 805 Cynthianna Avenue and a member of the JABA Board, stated <br />that she has seen growth in the program since the renovation of Carver and feels that the site <br />is not adequate for full-service programs. Ms. Tinsiey supported using the Market Street site <br />and recommended that the City talk about purchasing the property for the Senior program <br />and the adjacent land for iow income housing. <br /> <br /> <br />
