144 <br /> <br /> Ms. Betty Newell, Executive Director of the Charlottes~511e Free Clinic, stated that the <br />Clinic serves a large group of non-indigent and uninsured people in the Charlottesville area, <br />and asked that the City provide $9,200 in the budget for the Clinic. <br /> <br /> Ms. Virginia Fisher, 108 Kenwood Circle, supported the request to move the Carver <br />Senior Center program to the Market Street site. <br /> <br /> Ms. Phyllis Hopkinson, 102 Westwood Circle and a JABA staff member, stated that <br />establishing a senior center at the Market Street site would provide a comfortable area for the <br />participants and would be an asset to the City: <br /> <br /> Ms. Mary K Williams, 709 Anderson Street, supported the Market Street site for the <br />senior center, noting that the current site at Carver is too noisy. <br /> <br /> Ms. Lida Arnason, a JABA staff member, presented Council with a petition supporting <br />using the Market Street site for the senior program, and stated that the site could be made <br />into a community center, double the current size of the Carver program. Ms. Arnason also <br />asked that Council look into purchasing the Market Street property. <br /> <br /> Mr. Maurice Cox, 702 Ridge Street, representing the Ridge Street Neighborhood <br />Association, asked that capital improvement funds and Community Development Block grant <br />funds be set aside to protect the Ridge Street historic district. Mr. Cox also asked that <br />$15,000 in revolving funds for historic preservation be used for low income property <br />renovation and that $40,000 be reprogrammed from funds designated for the Charlottesville <br />Housing Improvement Program (CHIP), to form a neighborhood development corporation. <br /> <br /> Ms. Kathy DeSilvey, 410 Altamont Circle and a member of the JABA Board, stated <br />that she thinks the proposal to relocate the Carver senior program to the site on Market <br />Street would be a marvelous opportunity to provide a new community center for all, and <br />recommended that there be creative discussion for financing of the proposal, perhaps through <br />a private/public partnerstfip. <br /> Ms. Marie Chapel, representing the Martha Jefferson Neighborhood Association, stated <br />that a survey has been conducted soliciting ideas for neighborhood improvements using <br />capital improvement funds. <br /> <br /> Ms. Kathy Bodkin, Executive Director of Children, Youth and Family Services, <br />requested that Council provide funding for the Family Partners and Runaway Emergency <br />Shelter programs. <br /> <br /> Ms. Sandy Snook, representing the League of Women Voters, congratulated the <br />Council and staff on the new format for the budget. Ms. Snook stated that the League <br />understands that cities have unique problems to deal with, and less money available to <br />address the problems. <br /> <br /> Ms. Nancy Damon, 2407 Jefferson Park Avenue, referring to the proposal to relocate <br />the Carver senior program to Market Street, pointed out that there is already a Senior Center <br />in the community and urged Council to encouraged JABA and the Senior Center to continue <br />to work together to maximize tax dollars. <br /> <br />As there were no further speakers, the public hearing was closed. <br /> <br /> Ms. Slaughter asked that staff provide Council with a schedule for use of the Carver <br />Recreation Center and asked if CDBG funds were appropriated for Camp Horizon in 1994. <br /> <br /> Ms. Linda Peacock, Budget Administrator, stated that $5,000 in CDBG funds had gone <br />to Camp Horizon in the current year. <br /> <br /> Ms. Slaughter asked if target neighborhoods receive both CDBG and capital <br />improvement funds, and asked for further information on their proposed use in the target <br />neighborhood next year. Mr. Hendrix stated that target neighborhoods receive both CDBG <br />and capital improvement funds. <br /> <br /> <br />
