Edwards stated that he believes ground has been lost since the drug coordinator
position was eliminated, and while he would prefer a full-time position, he would agree to
compromise with a half-time position.

Mr. Toscano stated that he feels the drug coordinator position and joint narcotics
positions are linked. .-

Mr. Hendrix suggested that Council leave money in the reserve and ask the schools for
more details about what the drug coordinator position would do.
Rev. Edwards suggested that the drug coordinator should be a City position acting as a
resource to the schools, which would make the position more accountable to the City.

Mr. Vandever stated that he is inclined to take the $46,000 for the drug unit and
$26,000 for the drug coordinator and aSk the Chief of Police to come up with a program.

It was agreed that the $26,000 (schools and police) and $46,000 (education and
community) would be placed in Council's reserve pending a staff recommendation on its best

use.

Staffwas asked to communicate to the University and Albemarle County Council's
intention to reserve $14,000 for an officer for the joint narcotics unit.

COUNCIL SALARIES

Following a discussion about the issue of increasing Council salaries, Ms. Daugherty,
Rev. Edwards, and Ms. Slaughter indicated their willingness to vote for a $1,000 raise in the
salary, of Council and the Mayor, with Mr. Vandever asking that the issue be voted on
separately when formally approved.

MACAA'S PARENTS IN EDUCATION AND SCHOOL'S FAMILIES LEARNING
TOGETHER

Council discussed the benefits of having the Parents in Education and Families Learning
Together programs work together, and authorized the Mayor to convey to the directors of
the programs that there is general support by Council for bringing the two programs
together.

Tentative agreement was made to providing an additional $5,000 for Parents in
Education and $10,000 for Families Learning Together, with the funding sunsetted and the
programs given one year to merge.

OTHER

Council supported returning the additional $32,000 originally budgeted for the
atl[t~ernative school to Council's reserve.
