155 <br /> <br /> Responding to a question about parking from Ms. Slaughter, Mr. Huja explained that <br />seven parking spaces are required, three located off:site, for full Occupancy, and if the three <br />off-site spaces are not available, then only a portion of the site can be occupied. Mr. Huja <br />added that the parking conditions apply regardless of the owner of the site. <br /> <br /> On motion by Mr. Vandever, seconded by Ms. Slaughter, the ordinance entitled "AN <br />ORDINANCE AMENDING AND REENACTING THE DISTRICT MAP <br />INCORPORATED IN SECTION 34-i5 OF THE ZONING ORDINANCE OF THE CODE <br />OF THE CITY OF CHARLOTTESVILLE, 1990, AS AMENDED, BY THE REZONING <br />OF CERTAIN PROPERTY LOCATED AT 1002 EAST JEFFERSON STREET'! was <br />offered and carried over to the next meeting for consideration. <br /> <br />ORDINANCE: INCREASING SALARIES OF COUNCIL MEMBERS <br /> <br /> Mr. Toscano explained that the ordinance would increase Council Members' salaries <br />from $5,000 annually to $6,000 and the Mayor's salary from $7,000 to $8,000. <br /> <br /> Ms. Daugherty stated that she supports the salary increase since it has been 13 years <br />since Council has received a raise. Ms. Daugherty stated that serving on Council is a job and <br />she thinks the pay should be fair. Ms. Daugherty stated that the low pay could discourage <br />candidates for Council, particularly those with low incomes, and could result in only those <br />people with plenty of time and money running for office. <br /> <br /> On motion by Ms. Daugherty, seconded by Rev. Edwards, the ordinance entitled "AN <br />ORDINANCE AMENDING AND REORDAINING SECTION 2-40 OF ARTICLE II OF <br />CHAPTER 2 OF THE CHARLOTTESVILLE CITY CODE, 1990, AS AMENDED, TO <br />INCREASE THE SALARIES OF CITY COUNCIL MEMBERS" was offered and carried <br />over to the next meeting for consideration. <br /> <br /> Mr. Vandever stated that he opposes the salary increase because the principle of citizen <br />legislator is embodied in the City's form of government and the salary is only a symbolic <br />payment. Mr. Vandever Stated that he does not think increasing the salary by $1,000 is the <br />right way to encourage others to run for office. Mr. Vandever stated that any small increase <br />will be overshadowed by the negativism for giving the raise at a time of tight budgets. Mr. <br />Vandever stated that he will not accept the salary increase if it is approved. <br /> <br /> Ms. Slaughter stated that she has been persuaded by the comments made at the work <br />session to support the ordinance, noting that it gives an option for people of modest means <br />the opportunity of paying for additional clerical help if they so choose. Ms. Slaughter stated <br />that she feels the pay for Councilors should be commensurate with their level of <br />responsibility. <br /> <br /> Rev. Edwards stated that he supports the salary increase and noted that he finds it <br />strange that Mr. Vandever so strongly opposes the increase now when he supported it two <br />years ago. Rev. Edwards stated that he believes the increase will help people of modest <br />means serve on Council, adding that if it was not for the generosity of his church he could not <br />serve on Council. Rev. Edwards stated that Council has historically been paid unfairly. <br /> <br />PUBLIC <br /> <br /> Mr. Zeke Healy, 520 Cleveland Avenue and a Charlottesville High School student, <br />asked about the various tax levies, and Mr. Toscano stated that the real property tax rate is <br />$1.11 on every $100 of assessed value, and the personal property tax rate is $4.20 on every <br />$100 of assessed value. <br />OTHER BUSINESS <br /> <br /> A housing work session was set for April 26th and a Comprehensive Plan ~vork session <br />was set for May 10th. <br /> <br /> <br />
