Edwards. <br /> <br />ORDINANCE: AMENDING VENDOR ORDINANCE - ENFORCEMENT OF CITY <br />MARKET RULES, INCREASING SIZE OF VENDOR STANDS, DEFINITION OF <br />VENDOR (2nd reading) <br /> <br /> The ordinance entitled "AN ORDINANCE AMENDING AND REORDAiNING <br />SECTIONS 8-1, 28-112, 28-119, AND 28-121 OF THE CHARLOTTESYq~LLE CITY <br />CODE, 1990, AS AMENDED, RELATING TO VENDORS," which was amended at the <br />April 3rd meeting, was approved by the following vote. Ayes: Ms. Daugherty, Ms. <br />Slaughter, Mr. Toscano, Mr. Vandever. Noes: None. Absent: Rev. Edwards. <br /> <br />ORDINANCE: ACQLqSITION OF EASEMENT By EMINENT DOMAIN (345 11TH <br />STREET, N.W.) <br /> <br /> Mr. Gouldman explained that an easement is needed to cross property at 345 1 tth <br />Street, N.W. to complete a CDBG drainage project on Lee Court and the owner of the <br />property has refused to accept the City's offer of fair market value for the easement. The <br />ordinance will allow the City to acquire the easement by eminent domain, gMng the property <br />owner the opportunity to go to court to argue that he should receive more than the City's <br />offer for the easement. <br /> <br /> On motion by Mr. Vandever, seconded by Ms. Daugherty, the ordinance entitled "AN <br />ORDINANCE AUTHORIZING EMINENT DOMAIN- PROCEEDINGS TO ACQUIRE <br />AN EASEMENT ACROSS PARCEL 151 ON CITY TAX MAP 4 FOR THE <br />INSTALLATION OF STORM DRAINAGE FACILITIES" was offered and carried over to <br />the next meeting for consideration, <br /> <br />PUBLIC <br /> <br /> Mr. Baughan Roemer, 11 Altamont Circle, a member of"Town Watch," asked for <br />Council's support regarding a formal request to YT)OT to provide a computer generated look <br />at the proposed 9th/10th Street improvements. Mr. Roemer stated that other concerns with <br />the proposed improvements include: width of sidewalks; will there be any trees to filter the <br />increased pollution as well as to beautify the neighborhood; need for landscaping and <br />reduction of steepness of grade at railroad tunnel; no justified need for increased turning radii <br />on side streets; increase of speed of traffic through neighborhoods north and south of Main <br />Street due to expressway design; concern about the possible closing of 9th Street at railroad <br />tracks; and lighting of tunnels at railroad crossings. <br /> <br /> Mr. Maurice Cox, 702 Ridge Street, representing the Ridge Street Neighborhood <br />Association, expressed the following concerns about the 9th/10 Street realignment: the <br />alignment will increase through-traffic in the neighborhood; the amount of re-landscaping of <br />10th Street north of West Main to lessen the negative environmental impacts; the <br />cul-de-sacing of 9th St. and 1 lth St. are problematic as well as the single arterial roadway <br />system; the use of highway standard turning radii of 30 feet; the below-grade railroad tunnels <br />xMll be unwelcoming to pedestrians; the streets lack landscaping median strips; and the street <br />lacks pedestrian scale. Mr. Cox requested that a 3-dimensional representation of the street be <br />provided by YT)OT. <br /> <br /> Mr. Cox stated that the Ridge Street Neighborhood Association was pleased with the <br />presentation on Tonsler Park made at a recent meeting, but feels that the park should be <br />accessible from 5th Street. Mrl Cox asked that the plans for ramp access for the elderly and <br />stairs be reinstated. <br /> <br /> <br />
