167 <br /> <br /> Ms. Daugherty stated that while she agrees with the idea of mixed housing prices, she is <br />concerned about attracting more middle income people to the City, and therefore thinks there <br />should be more housing in the upper price range. <br /> <br /> Ms. Slaughter asked if it was possible to reuse any of the structures on the property, <br />and Mr. Jeffer Sitler, an envkonmental consultant, stated that it was unlikely. <br /> <br /> Mr. Gary O~Connell, Deputy City Manager, stated that staff have been looking at <br />possibly reusing of some of the material as road support. <br /> <br /> Mr. Toscano asked that staff include information on the process in the RFP <br />information, including involvement of the Planning Commission. <br /> <br /> Responding to a question from Ms. Slaughter, Mr. Sitler stated that the sludge on the <br />property would need to be taken to a land farm which would require a permit. <br /> <br />Dice Street House <br /> <br /> Mr. Huja explained that the Charlottesville Housing Improvement Program (CHIP) has <br />said it is unable to renovate the property for the previously quoted price, and an additional <br />$22,000 is needed. }vlr. Huja stated that another option for the property would be for the <br />City to get another group to do the renovation. Mr. Huja added that a request has been made <br />to use the property for a social club. <br /> <br /> Rev. Edwards asked how CHIP miscalculated the renovation cost, and Mr. O'Connell <br />explained that the previous CHtP staff had provided the cost estimates which were not <br />accurate. <br /> <br /> Mr. Toscano stated that the nonresidential use suggested would raise a lot of concerns <br />with the neighborhood. <br /> <br /> Ms. Slaughter stated that she remains interested in seeing the property used as a single <br />family house and favored spending the extra money. <br /> <br /> Ms. Daugherty expressed agreement with Ms. Slaughter. <br /> Rev. Edwards stated that he continues to have some questions, but would agree to <br />providing additional funding with stipulations: <br /> <br />Staff stated that the projected sales price for the renovated house is $75,000. <br /> <br /> Mr. Toscano stated that he would also agree to the additional funding on the condition <br />of controls and monitoring. <br /> <br /> Ms. Slaughter stated that she hoped the business owner nearby the house would do <br />more screening. <br /> <br />CSX property <br /> <br /> Mr. Huja explained that development of residential units on the CSX property has been <br />considered as part of the Belmont neighborhood study. Mr. Huja stated that an environmental <br />cleanup of the property is needed and the neighborhood is still considering the residential <br />proposal. <br /> <br /> Ms. Slaughter stated that she would like to see the units built to be energy efficient <br />also. <br /> <br /> Mr. Clyde Gouldman, City Attorney, noted that the property is owned by the <br />Charlottesville Industrial Development Authority and they should be brought into the <br />discussion of the property. <br /> <br /> <br />
