Ms. Slaughter stated that inventories of the properties in
what would be an expanded Ridge Street historic designation need to be conducted in order
to have a rationale for such designation. Ms. Slaughter stated that she will draft language
and provide it to the Planning Commission.

Rev. Edwards recommended that the language drafted by Ms. Slaughter also be given
to the affected neighborhoods. Rev. Edwards stated that he thinks the Comprehensive Plan
review process should begin and end with a joint Planning Commission/Council work session
so that people's thoughts are better shared.

Ms. Slaughter stated that she would support removing the reference to a median on
Fontaine Avenue, including a reference to sidewalks, and replacing the original language.

Ms. Daugherty noted that Council's rationale in removing the language was partly due
to the fact that the matter has not been discussed with the University or Albemarle County,
and Mr. Toscano added that no other priority roads have Similar qualifications in the Plan.

It was the consensus of Council to support a two-lane boulevard with bike and
pedestrian improvements on Fontaine Avenue.

It was agreed that the public safety section would include reference to the downtown
mall, Corner area, and West Main Street.

Ms. Daugherty stated that she would like to know more about the Metropolitan
Planning Organization's role in road projects.

Ms. Slaughter stated that she would support Council appointing ad hoc cornnfittees for
specific road projects rather than an ongoing committee.

It was agreed that Ms. Daugherty would draft language adding that ad hoc committees
should be appointed as necessary for road projects by the Planning Commission, in
concurrence with the Council.

Ms. Daugherty stated that she understands the interest by CDBG neighborhoods to
encourage minority business persons, but would prefer to encourage minority businesses all
over town and not limit the loans to only the CDBG neighborhoods.

It was agreed that the first reading of the ordinance adopting the Comprehensive Plan
and Land Use Plan would be scheduled for July 3rd.

PRESENTATION: PUBLIC WORKS - CO-COLLECTION PROGRAM

Ms. Judith Mueller, Director 0fPublic Works, stated that $522,000 has been saved in
the recycling program since going to the co-collection program, and an additional $320,000
in savings is anticipated.

ORDINANCE: REDUCING PRICE OF ANNUAL TRASH STICKER

Ms. Mueller stated that Public Works employees have recommended that the price of
the annual trash sticker be reduced to $35.00 whiCh will further improve their effiCiency.
