186 <br /> <br /> Mr. Brent Nelson, 214 South Street, speaking on behalf of Mary Gilliam and Martha <br />Gleason, spoke against the proposed change in Land Use designation from mixed use to <br />office on South Street. <br /> <br /> Mr. Toscano asked Mr. Nelson if he is asking that the current designation be retained <br />until the Planning Commission further studies the issue, and Mr. Nelson replied that he is. <br /> <br /> Ivlr. Baughan Roemer, 11 Altamont Circle, stated that he believes the process for <br />revising the Comprehensive Plan has been the most inclusive ever. Mr. Roemer asked that <br />the Planning Commission language regarding public safety on the downtown mall be <br />restored, noting that wtfile he is aware that the area is safe statistically, the perception is the <br />opposite and he feels preventive measures should be taken. <br /> <br /> Ms. Darlene Phillips, Bolling Avenue, stated that she supports the citizens' advisory <br />group for road projects. <br /> <br /> Mr. Lionel Key, 2315 Price Avenue, raised questions about which part of Ridge Street <br />is being designated as historic. <br /> <br /> Mr. Brendan Clancy, 403 Hedge Street, supported maintaining the B-4 designation for <br />South Street, and recommended that either the Board of Architectural Review's mission be <br />changed or that they be given more discretion to deny developments that are not appropriate. <br /> <br /> Mr. Don Wagner, 5 Arrowhead Drive, Earlysville, speaking on behalf of the Chamber <br />of Commerce, spoke in support of the economic development section of the Comprehensive <br />Plan. <br /> <br /> Mr. Blake Caravati, Chairman of the Planning Commission, noted that the Planning <br />Commission made special efforts to go into the neighborhoods to get feedback on the <br />Comprehensive Plan. Mr. Caravati supported the Planning Commission's original language in <br />the following areas: expanded Ridge Street historic district; construct Meadowcreek <br />Parkway concurrently with the Western Bypass, and the land use designation on South <br />Street. <br /> <br />As there were no further speakers the public hearing was closed. <br /> <br /> Responding to a question from Rev. Edwards about the Planning Commission's reasons <br />for recommending the land use designation for South Street, Mr. Caravati stated that the <br />change would answer concerns put forward last fall 'by the neighborhood. <br /> <br /> Rev. Edwards asked if Mr. Caravati would support addressing the concerns in a manner <br />other than changing the land use designation if one could be found, and Mr. Caravati replied <br />that he is not aware of another way to do so. Mr. Caravati stated that the Planning <br />Commission will begin to explore the possibility of an overlay zone for the area. <br /> <br /> Responding to a question from Mr. Toscano, Mr. Huja stated that no set back is <br />required in B-4 zones, and a height of 101 feet is allowed. <br /> <br /> Ms. Slaughter expressed concern about the proposed land use changes for South Street <br />and for Estes, north of Fifeville. <br /> <br /> Ms. Slaughter stated that the intent of the new language regarding minority business <br />was to open up the program to all neighborhoods rather than restricting it. Ms. Slaughter <br />expressed concern that singling out the downtown mall in the public safety section would <br />perpetuate the image that it is an unsafe place. <br /> <br /> Rev. Edwards stated that he received a letter from James Fleming opposing the historic <br />designation for his property on Ridge Street, who felt that his previous letter had been <br />ignored. <br /> <br /> <br />
