I89 <br /> <br /> WHEREAS, these renovations are different and distinct from other proposed plans <br />which would add new cell areas, and <br /> <br /> WHEREAS, the Council agrees that the renovations should be done as soon as is <br />practicable, but is undecided about the wisdom of adding cell space at this juncture to the <br />current Security Complex, <br /> <br /> NOW THEREFORE., BE IT RESOLVED by the Council of the City of <br />Charlottesville that the Albemarle County Board of Supervisors and the existing Regional Jail <br />Board are hereby requested to do what is necessary to join with the City in seeking state <br />approval and funding of the proposed renovation project for the Joint Security Complex. <br /> <br />ORDINANCE: REZONING PROPERTY ON THE CORNER OF HEDGE AND 4TH <br />STREET, N.E. FROM R-lA TO B-t <br /> <br /> Mr. O'Connell stated that the Planning Commission recommended denial of the <br />rezoning request because it is not in harmony with the Comprehensive Plan Land Use Plan <br />and the rezoning would be a spot zone given that the site is surrounded by R-IA zoning. <br /> <br /> Ms. Daugherty stated that she would like to see the City cooperate with the owner of <br />the property regarding possible relocation of the gas line. <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Daugherty, the ordinance rezoning <br />property on the corner of Hedge and 4th Street, N.E. from R-iA to B-1 was unanimously <br />denied. <br /> <br />ORDINANCE: DESIGNATING A PORTION OF RIDGE STREET AS HISTORIC <br />DISTRICT <br /> <br /> Mr. Huja presented three alternatives for Council's consideration regarding designating <br />a portion of Ridge Street as an historic district: include all properties fronting on the east <br />side of Ridge Street from Garrett Street to Dice Street and all properties fronting on both <br />sides of Ridge Street from Dice Street to Lankford Avenue (as recommended by Planning <br />Commission); exclude 304 Ridge Street, which would make the district non-contiguous; <br />include only those properties south of Dice Street; or extend the northern boundary on the <br />west side of Ridge Street to include Noland, Salvation Army and Fire House. Mr. Huja <br />explained that Noland, Salvation Army and Fire House were not included in the original <br />designation because no inventories have been conducted of those properties and they were <br />not thought to be historically significant or within the appropriate time period. <br /> <br /> Ms. Slaughter noted that designating these three properties as within the historic <br />district would proVide control if the properties are rebuilt in the future. <br /> <br /> Responding to a question from Rev. Edwards, Mr. Maurice Cox stated that the <br />neighborhood favors a continuous historic designation from the railroad south. <br /> <br /> Ms, Slaughter. stated that surveys of the three properties have not yet beei~' done which <br />precludes them: being made part of the district at this time. <br /> <br /> Mr. Huja noted that all the other properties within the proposed district are properties <br />already on the National Register and, therefore, surveys were already available. <br /> <br /> Mr. Va~tdever stated that -his preference is to make the district as broad.as possible. <br /> <br /> Ms. Slaughter suggested that Council adopt the district as presented in the ordinance <br />and then survey the remaining properties on the northwest side of Ridor:,e and south Of <br />Lankford Avenue as soon as possible. <br /> <br /> Mr. Huja noted that his department only has $1,000 set aside to Conduct historic <br />surveys. <br /> <br /> <br />
