190 <br /> <br /> Responding to a question from Mr. Toscano, Mr. Gouldman stated that there is the <br />potential of a legal challenge to the historic district if the ordinance is approved without the <br />surveys hax4ng been conducted. <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Daugherty, the ordinances entitled "AN <br />ORDINANCE AMENDING AND REORDAINING SECTION 34-567 OF THE CODE OF <br />THE CITY OF CHARLOTTESVILLE, 1990, AS AMENDED, RELATING TO <br />PROPERTIES PROTECTED IN THE ARCHITECTURAL DESIGN CONTROL <br />DISTRICTS (RIDGE STREET DISTRICT)" and "AN ORDINANCE AMENDING AND <br />REENACTING THE DISTRICT AP INCORPORATED IN SECTION 34-' 15 OF THE <br />ZONING ORDINANCE OF THE CODE OF THE CITY OF CHARLOTTES¥2LLE, 1990, <br />AS AMENDED, BY ADDING A THIRD MAJ°R ARCHITECTURAL DESIGN <br />CONTROL DISTRICT, DISTRICT C, KNOV~q AS THE RIDGE STREET HISTORIC <br />DISTRICT" were carried over for consideration at the next meeting. <br /> <br /> It was agreed that staff would move quickly to survey the Noland, Salvation Army, and <br />Fire House properties. <br /> <br /> Ms. Slaughter recommended that the Planning Commission be asked to discuss <br />expansion of the historic district at their next meeting. <br /> <br />ORDINANCE: AUTHORIZING SALE OF CITY PROPERTY AT WEST END OF <br />DOWNTOWN MALL <br /> <br /> Mr. Hank Brown, architect for "Charlottesville 2000," developers of the proposed <br />skating rink to be located on the west end of the downtown mall, showed slides of the plans <br />for the building. <br /> <br /> Responding to a question from Ms. Slaughter, tvlr. Brown stated that the next step in <br />the process will be to take the plans for the skating rink to the Board of Architectural <br />Review. <br /> <br /> Mr. Toscano explained that the proposal is to sell the property for $10,000 and for <br />"Charlottesville 2000" to construct $82,800 in improvements offsite, on public property, and <br />to maintain these improvements for a period of two years. <br /> <br /> Ms. Daugherty stated that she feels the off-site improvements are a significant part of <br />the deal and bring the sales price to over $15 a square foot. <br /> <br /> Mr. Toscano noted that the Department of Economic Development has estimated <br />significant revenue from real estate and personal property taxes and retail sales for the skating <br />rink. Mr. Toscano stated that the proposed skating rink is the type of development <br />downtown for which Council has advocated. Mr. Toscano added that recent surveys have <br />shown tremendous support in the community for the skating rink. <br /> <br /> Ms. Daugherty stated that she thinks the skating rink will also provide a good activity <br />for youth in the community. <br /> <br /> On motion by Ms. Daugherty, seconded by Ms. Slaughter, the ordinance conveying <br />property on the downtown mall was offered. <br /> <br /> Because of the developer's desire not to have major construction occurring during the <br />Christmas shopping season that would disrupt downtown, and the cancellation of the June <br />19th Council meeting, Ms. Daugherty made a motion to suspend the rules to allow the <br />ordinance to be approved in one reading.
