<br />Street Parking Garage Percent for g~t in the capital fund to the West Main Street Bridge
<br />project, with Rev. Edwards absent for the vote.

<br /> Ms. Slaughter noted that while under,rounding of utilities is expensive, it is imvortant
<br />to do so when feasible.

<br />RESOLUTION: ADOPTION OF COMPREHENSIVE PLAN/LAND USE PLAN
<br />
<br /> Revised lanvin,rage changes made by Council to the Comprehensive Plan were reviewed:
<br />Fontaine Avenue expansion, citizens committee on road projects, Ridge Street historic
<br />district expansion, and safety issues involving downtown and other areas of the City:

<br /> On motion by Ms. Slaughter, seconded by Ms. Daugherty, Council approved the test
<br />changes in the Comprehensive Plan as amended by Council, with Rev. Edwards absent for
<br />the vote.

<br /> On motion by Ms. Daugherty, seconded by Ms. Slaughter, the text concerning South
<br />Street zoning in the Comprehensive Plan was left as mixed use while the Planning
<br />Commission studies the issue further, with Rev. Edwards absent for the vote.
<br />
<br /> Ms. Daugherty made a motion to approve the resolution Adopting a Revised
<br />Comprehensive Plan and Ms. Slaughter seconded the motion.
<br />
<br /> Ms. Slaughter stated that she has had concerns about changing the zoning from R-3 to
<br />commercial on Estes Street, and, while she remains concerned, she will support the change
<br />since the residents support it. Ms. Slaughter also expressed concern about the trash trucks
<br />that park on Estes Street and said she hopes they will be moved. Ms. Slaughter continued
<br />that she hopes the station master property will be developed sensitively, with trees preserved
<br />and the attractive park-line atmosphere maintained.
<br />
<br /> Mr. Toscano stated that he has received a letter from Mr. Pfaltz, owner of the property
<br />on which the trash trucks are parked, who indicated a willingness to resolve the problem with
<br />the trucks.
<br />
<br /> The resolution Adopting a Revised Comprehensive Plan of the City of Charlottesville,
<br />was approved by Council, with Rev. Edwards absent for the vote.
<br />
<br /> WHEREAS, this Council in 1990 adopted a Comprehensive Plan for the City of
<br />Charlottesville; and
<br />
<br /> WHEREAS, the Code of Virginia requires such plan to be reviewed every five years,
<br />and the City Planning Commission, in consultation with the Social Development Commission,
<br />has completed such a review; and
<br />
<br /> WHEREAS, the City Planning Commission by resolution adopted on March 14, 1995,
<br />certified to this Council a document recommended for adoption as the revised
<br />Comprehensive Plan for the Ciw of Charlottesville; and
<br />
<br /> WHEREAS, such documem was the subject of a duty advertised public heating at a
<br />meeting of this Council on June 5, 1995; now, therefore
<br />
<br /> BE IT RESOLVED by the Council of the City of Charlottesville, that the aforesaid
<br />document, containing approximately 200 pages, certified by resolution of the City Planning
<br />Commission on March 14, 1995, is hereby approved and adopted in the following manner:
<br />
<br /> (1) The sections of such document entitled "Introduction," "Overall Conununity
<br />Issues," "Government," "History," "Community Profile," "Vision and Values," "University of
<br />Virginia," "Natural Environment," "Land Use," "Urban Design,' "Historic Preservation,"
<br />"Facilities and Utilities," "Economic Development and Employment," and "Implementa~tion
