203 <br /> <br />city-wide ordinance. Ms. Slaughter stated that she thinks the Council should change the <br />ordinance if that is what is wanted. <br /> <br /> Mr. Huja stated that the sign ordinance has been enforced on the downtown mall but <br />signs continue to reappear. Mr. Huja stated that options include updating the directory, using <br />a composite sign on side streets, and chaneing the ordinance. Mr. Huja expressed concern <br />that imposing a moratorium would set a precedent for the entire sign ordinance. <br /> <br /> Ms. Daugherty stated that she would agree to allow only those with sandwich boards to <br />keep the signs until the issue can be dealt with. <br /> <br /> Mr. Toscano stated that a way needs to be found to provide some relief and requested <br />that staff come up with a short-term solution to t>rovide flexibility to administratively deal <br />with the issue. <br /> <br /> Mr. O'Connell stated that staffwill meet with merchants and work on a solution <br />administratively. <br /> <br /> Ms. Slaughter stated that she thinks Council should sul~l~ort Mr. Boger in his <br />enforcement efforts. <br /> <br /> The moratorium was rejected by the following vote. Aves: Ms. Daugherty, Mr. <br />Vandever. Noes: Ms. Slaughter, Mr. Toscano. Absent for the vote: Rev. Edwards. <br /> <br /> Ms. Katya Sr>icuzza, co-owner of FoodWorks, noted that merchants facine the mall do <br />not need signs to help tourists locate their stores, but merchants on the side streets do. <br /> <br /> Mr~ Scott Foraci, owner of Blue W2aale Books on 4th Street, N.E., stated that he is <br />willing to pay a fine to keel~ his sign, noting that his business doubled the daf he put a sign on <br />the mall. <br /> <br /> Mr. Baughan Roemer, 11 Altamont Circle, stated that sigms on the mall help people <br />find stores on the side streets. Mr. Roemer stated that the Charlottesville Downtown <br />Foundation is working on updating the directory and urged merchants to call CDF for further <br />information. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Toscano reminded Council to reply to his memorandums regarding Urban Design <br />Committee recommendations and the Newsstand. <br /> <br /> On motion bv Ms. Slaughter, seconded by Ms. Daugherty, the Council voted, with Rev. <br />Edwards absent, to meet in executive session for the purpose of discussing a personnel <br />matter, and appointing members to various City boards or agencies (Section 2.1-344(a)(1) of <br />the Virginia Code; for the purpose of considering the acquisition or use of real property for <br />public purpose, or the disposition of publicly held property (Section 2.11-344(a)(3) of the <br />Virginia Code, and for the purpose of consultation with legal counsel, consukants or <br />attorneys, or other specific legal matters requiring the provision oflegat advice by counsel <br />(Section 2.1-344(a)(7) of the Virginia Code), more specifically described as property on <br />Avon Street Extended; tbr the purpose of considering the acquisition or use of real property <br />for public purpose, or the disposition of publicly held property (Section 2.1-344(a)(3) of the <br />Virginia Code), more specifically described as property on High Street; and for the !~urpose <br />of consultation with legal counsel and briefings bv staff members, consultants or attorneys, <br />pertaining to probable litigation, or other specific legal matters requiring the provision of <br />legal advice by counsel (Section 2.1-344(a)(7) of the Virginia Code. The subs~[~ce of the <br />matters to be discussed can reasonably be identified as follows: changes in the f~rm oftocal <br />government structure, and related alternatives. An executive session on this subject is also <br />authorized bv Section t 5.1-945.7(d) of the Virginia Code. <br /> <br />Rev. Edwards joined the meeting during the executive session. <br /> <br /> <br />
