204 <br /> <br /> Council reconvened in open session and, on motion by Ms~ Daugherty~, seconded by <br />Ms. Slaughter, certified that, to the best of each member's knowledge, (i) only public <br />business matters lawfully exempted from open meeting requirements by -Virginia law were <br />discussed in the executive meeting to which this certification resolution applies, and (ii) only' <br />such public business matters as were identified in the motion convening the executive meeting <br />were heard, discussed or considered by the Council. <br /> <br />APPOINTMENTS: PERFORMFNG AR/TS CENTER COMMITTEE <br /> <br /> On motion by, seconded by, Mr. Robert Chapel, Ms. Josie Pipkin, and Mr. Dan Miller <br />-were unanimously appointed to the Performing Arts Center Committee. Mr. Chapel's term <br />will expire: on June 30, t998, and Ms. Pipkin and Mr. Milier~s terms will expire on June 30, <br />1997. <br /> <br />RESOLUTION: APPROVFNG MODIFIED jAIL EXPANSION <br /> <br /> Ms. Slaughter made a motion to approve a resolution approving expansion at the Jail, <br />not to exceed 115 beds, and to ask the Jail Board to issue a request for proposals for a formal <br />study to identify programs that serve: as alternatives to incarceration. Ms. Daugherty <br />seconded the motion. <br /> <br />Mr. Vandever stated that he thinks approval of the resolution wilt be a big mistake. <br /> <br /> The resolution a_pproving the modified jail expansion and request for study of <br />alternatives to incarceration was approved by the following vote. Ayes: Ms. Daugherty, Ms. <br />Slaughter, Mr. Toscano. Noes: 'Rev-. Edwards, Mr. Vandever. <br /> <br />RESOLUTION: APPROYTNG FORMATION OF JAIL AUTHORITY <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Daugherty, the resolution concerning <br />the formation of a Jail Authority- was approved by the follOwing vote.
