An executiVe session on this subject is <br />also authorized by Section 15.1-945.7(d) of the Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Rev*, Edwards, seconded by Ms. <br />Daugherty, unanimously certified that, to the best of each member's knowledge, (i) only <br />publ~-c business matters lawfully exempted from open meeting requirements by Virginia law <br />~vere discussed in the executive meeting to which this certification resolution al~plies, and (ii) <br />only such public business matters as were identified in the motion convening the executive <br />meeting were heard, discussed or considered by the Council. <br /> <br />The meeting -,vas adjourned. <br /> <br />President <br /> <br />COUNCiL CHAMBER - August 7, 1995 <br /> <br /> Council met in re_guiar session on this date with the foilowina members _present: Ms. <br />Daugherty, Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever. <br /> <br />PUBLIC <br /> <br /> iv'Ir. John Gaines, President of the WCEH Neighborhood Association, thanked Council <br />for their responsiveness in dealing with weed complaints brought befbre Council at the <br />previous meeting, and asked Council to more aggressively address the matter next year so it <br />does not become a problem. Mr. Gaines ;>resented the following concerns of the <br />neighborhood: 1) With over $400,000 being spent on lighting, undergrounding of utilities, <br />and landscaping on the West Main Street bridge, why is there no light installed under the <br />bridge on 8th Street; 2) No changes have been made to 10th Street in the 9th and 10th Street <br />realignment as suggested by the neighborhood. <br /> <br /> Mr. GaN O'Connell, Acting City Manager, explained that Norfolk Southern Railroad <br />has agreed to cut the weeds adjacent to the railroad tracks. Mr. O'Comnell stated that he <br />understands that there is neighborhood concern about the speed of traffic on I 0th Street. <br /> <br /> Mr. Gaines suggested that a traffic light be placed at 10th Street to deal with increased <br />traffic. <br /> <br /> Mr. Toscano said that Mr. Gaines raises good points and agreed that Council will need <br />to continue to monitor the traffic conditions on 10th Street. Mr. Toscano added that he <br />understands that the YT)OT project ends at a certain point on 10th Street. <br /> <br /> Mr. Gaines recommended that concerns about 10th Street be addressed now before the <br />project is completely developed. <br /> <br /> Mr. Leon Churchill, Assistant City Manager, stated that staff' could exp~ iore expanding <br />the scope ofthe 10th Street [~ro_iect, but it would need to be done at the City's expense. <br /> <br /> Ms. Slaughter suggested that physical improvements to the streetscape at the entrance <br />at I 0th Street be made. <br /> <br /> Mr: Churchill explained that improvements to the landscape and turning radii have been <br />made to the 9th/10th Street realignment project and the project is expected to go out to bid <br />in early spring. Mr: Churchill stated that staff can address Ms. Siaughter's concerns at>out <br />10th Street during this process. <br /> <br /> <br />
