216 Mr. Toscano suggested that Council discuss the issue with ChiefWolford as he had previously indicated he would like to experience a summer in Charlottesville before making a recommendation at)out a curfew. Rev. Edwards said he sees too many young children out on the streets and would like the City to be more proactive. Mr. O'Conneli said he will provide Council with information on other cities' experiences with a youth curfew, Ms. Slaughter stated that the Regional Economic Development Partnership effort is proceeding. Mr. Toscano said the Centerfieid Group has invited City, County and University officials to a baseball game in Frederick Mmy on August 20th. An executive session on this sff~ect is also authorized by Section 15.1-945.7(D) of the Virginia Code. Council reconvened in open session and, on motion by Rev. Edwards, seconded by Ms. Slaughter, certified that, to the best of each member's knoMedge, (i) only pubiie, business. matters iawfuliv exempted from o;)en meeting requirements by Virginia law were disdussed in the executive r~eeting to which this certification resolution applies, and (ii) only such public business matters as were identified in the motion convening the executive meeting were heard, discussed or considered by the Council. APPOINTMENTS_.: BOARDS _AND COMIWiiSSiONS On motion by Ms. Slaughter, seconded by Rev. Edwards, Ms. ida Lewis was unanimously am~ointed to a three-Year term on the Charlottesville-Albemarle Regional Jail Board and Msl Pat Smith was unanimously reappointed to serve a three-year as the joint City/CounW appointee on the Jail Board. These terms will expire on june 30, I998. On motion by Ms. Daugherty, seconded by Mr. Vandever, Rev. Alvin Edwards and Ms. Kay Slaughte; were unanimously reappointed to two-year terms on the Charlottesville Redeveiopment and Housing Authority. These terms will expire on june 30, i997. On motion by Ms. Slaughter, seconded by Rev. Edwards, Ms. Rebecca Ann Muse (Ridge Street neighborhood rem-esentative) and Ms. Darcy Phillips (Belmont Neighborhood representative) were unanimot~sly appointed to three-year terms on the Community Development Block Grant Task Force. These terms will expire on May 30, 1998. On motion by Ms. Daugherty, seconded by Mr. Vandever, Mr. William Anthony (school ret)resentative) was ap!~ointed and Ms. Diana Salmon reappointed to four-year terms on the Highway Safety Comn~ssion. These terms will expire June 30, 1999. On motion by Rev. Edwards, seconded by Ms. Siau~tater, Ms. Coilette Hail was amoointed and Ms. Kathy DeSiivey was reappointed to two-year terms on the jefferson Area E~t~ard for Aging. These terms will expire on April i, i997.
