2i5 <br /> <br />ORDINANCE: EXPANT)FNG RIDGE STREET HiSTORIC DISTRICT <br /> <br /> Mr. O'Connell stated that expansion of the Ridge Street historic district, to include the <br />Noland, Salvation Army, and fire station properties, is recommended by the Planning <br />Commission and Board of Architectural Review. <br /> <br /> Ms. Daugherty said Council has received a protest of the exl~ansion from the owners of <br />Noland, but she has met with them and while they would tike to h~tve freedom from the <br />restriction, she believes they will comply. <br /> <br /> Rev. Edwards asked what the City's exposure would be should the exmnsion be <br />challenged in court, and Mr. Gouldman said he feels the possibility of the City losing in court <br />would be remote, noting that it would have to be provenTthat the ~?ouncii acted capriciously <br />and arbitrarily. <br /> <br /> Ms. Slaughter stated that she feels it is important to keep in mind that the area is a <br />mixed-use historic district, including commercial, office, and residential properties. <br /> <br /> Rev: Edwards a~eed with Ms~ Slaughter and said he feds the expansion of the historic <br />district is in the best interest of the community. <br /> <br /> On motion by Rew Edwards, seconded by Ms. Slaughter, the ordinance entitled "AN <br />ORDINANCE AM~N~DFNG AND REENACTiNG T HE DISTRICT MAP <br />iNCORPORATED FN SECTION 34-i 5 OF THE ZONTNG ORDFNANCE OF THE CODE <br />OF THE CiTY OF CHARLOTTESYTLLE, i990, AS AM_~N~DED, BY ADDENG TO THE <br />TB3RD MAJOR ARCHiTECTUXAL DESIGN' CONTROL DisTRiCT, DISTRICT C, <br />KNOWN AS THE RIDGE STREET H2STORiC DISTRICT" was offered and carried Over <br />to the next meeting for consideration. <br /> <br />ORDINANCE: PURCHASE BY VDOT OF i 0TH STREET RiGHT-OF-WAY <br /> <br /> Mr. O'Conneil explained that the ordinance would convex, a strip of City-owned land to <br />the Department of Transportation for them to use as part ofth~ 10th-Street Crqject. <br /> <br /> On motion by Ms. Daugherty, seconded by Mr. Vandever, the ordinance entitled "AN <br />ORDINANCE TO AUTHORIZE THE CON¥~YANCE OF AN OPTION- TO YDOT FOR <br />THE SALE OF PROPERTY LOCATED ON- W~:ST ~,~L4d-N STREET (9TH AND 10TH <br />CON%ZCTOR ROAD PROJECT)" was offered and carried over to the next meeting for <br />consideration. <br /> <br /> Ms: Slaughter suggested that, in light of the earlier discussion about additional <br />improvements to i 0th Street, consideration be ~ven to using the funds generated from the <br />sate of the property to YT)OT for i0th Street. <br /> <br /> Responding,to a question from Rev. Edwards, Mr. O'Conneil stated that he would <br />check with the Ciiy's Real Estate Assessor to see ifa City appraisal of the property has been <br />conducted. <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Ms: Daugherty asked Council to look at the material provided on enterprise zones on <br />West Main Street, which could encourage jobs in the area, and provide feedback to her prior <br />to the October 18th deadline. <br /> <br />Rev. Edwards asked that the issue of a youth curfew be put on a future Council agenda. <br /> <br /> <br />
