223 <br /> <br />introduced Mrs. A_nm Tinsley, President-Elect of the Ke!!ytown Nei~hbo~ood Association. <br />The neighborhood formed a land-use committee, received an environmental grant, and has <br />had $30,000 in services committed from the School of Archkecture Mr. Bull explained that <br />while the Architecture School is donating these services, they do require $!0,000 for <br />construction of models. Mr. Bull stated that the timetable for the project has been <br />accelerated because of the interest cha~es being borne by the owner of the land. Mr_ Bull <br />requested that the City provide $3~500 toward the cost of the models, as a match for fiands <br />raised by the ne(vd~_borhood. <br /> <br /> Mr~ Isa/ah Tins!ey, !335 Preston Avenue, asked that Council suppo~ the neighborhood <br />request for financial assistance. <br /> <br /> Responding to a question ~om Ms. Daugherty, Mr. Bull mid the environ_me~al grants <br />will be used to help make recommendations on how to develop the steep slopes and how' to <br />blend a development with environmental preservation. Mr. Bull said Venab!e School will <br />also be involved in the process, thereby tu_ming it into an educational project. <br /> <br /> h/Ir. Toscano asked the representatives of the Kel!~own Neighborhood Association to <br />see what is happe,_ing in other neighborhoods as they go tlwough the process, to look a~ the <br />types of development being promoted by Council, and to tW to take into account the needs of <br />the com_munJty at-large~ <br /> <br /> Mr. Bull noted that the _Architecture School will be looking at the development with a <br />broad view. <br /> <br /> Mr. Gary O'Connell, Acting City Manager, said he feels the Kdlytown proposal is a <br />good example of the City working in pa~nership with the com_mu_rfity, and hopes that it wi!! <br />serve as a model for other neighborhoods. Mr. O'Conmel! said staff recommend approval of <br />the $3,500 and of the concept ofworldng with Kellytown and other neighborhoods. <br /> <br /> Rev Edwards made a motion to approve the $3,500 for use by the Ke!lytown <br />Neighborhood Association, and Ms. Daugheay seconded the motion. <br /> <br /> Ms~ Slaughter said she feels the City needs to better communicate its willingness to <br />work with other neighborhoods to come up with other creative ideas. <br /> <br /> Mr. O'Connel! said he would discuss this issue at his ne~ meeting with the <br />neighborhood presidents <br /> <br />Council unanim_ously approved the use of $3,500 for the Keltytown proposal. <br /> <br />PRESENTATION: WELFA_R~F _REFO_R2v! <br /> <br /> Mr. Robert Cox, Director of Social Services, gave a presentation on the progress of <br />welfare reform in Virgima. Mr. Cox said the target of most reform_ effons is A_id to Families <br />and Dependent Children (AFDC) and, while the City has experienced an increase in cases <br />over the last five yeasts, there was a decrease in cases in the last year. Average monthly <br />benefits for AFDC is $300.00. <br /> <br /> Mr. Cox said that ira_mediate changes include: a cap on benefits (no money for <br />additional children born); a requirement that a minor parent live wi._'th parents or a responsible <br />family member; participation in learn fair; up-to-date immunizations required; assistance to <br />two-family parents expanded; diversion assistance (clients may choose to receive four <br />months' payment in a lump sum for emergencies. Changes to be phased in over four years <br />include: a two-year time limit for benefits, except in hardship cases; stricter work <br />requirements_, with alt able-bodied recipients req~red to find a job or perform community <br />service; the ability of the State Com~m__issioner to increase the amount of money made bv <br />clients without losing benefits; and wage snbsidies. <br /> <br /> <br />
