Cox said one of the great, est challenges will be to train and find jobs that. <br />people are able to keep and live on: <br /> <br /> Responding to a question from Mr. Vandever about the drop in A~FDC cases in the last <br />year, Mr. Cox stated that the exact cm~se is unknown, but many speculate that people have <br />dropped offwe!fare due to both the troth and perception about welhre reform. <br /> <br /> Mr. Vandever asked if the City is looking at another unfimded mandate with the <br />welfare reform__ progm.m, and M_r. Cox replied that it is a mandate wi. '_th an unkno ~ .w~_ cost, but <br />is expected to b'e yew expensive as written, and therefore there will likely be modifications. <br /> <br /> Responding to a question from Ms. Slaughter, Mr. Cox stated that Piedmont Works, <br />Piedmont'Virginia Community College, the Virgi~a Employmeng ComJnission, a~d an <br />interagency job committee have been addressing the trairfing aspect of the jobs program. <br /> <br /> Rev. Edwards asked if the State Department of Social Services ever began paying its <br />share for the Social Services building, and Mr. Cox said they have not, adding that <br />underfimding is a problem state-wide. <br /> <br /> N~. Toscano stated that one o£his biggest concerns is the uncertainty of the fi~nding for <br />the welfare reform program <br /> <br /> Rev. Edwards, Council una~mously <br />approved the resolution proclaiming Women's Equality Day. <br /> <br /> Ms. Daugherty announced that she, Mr. Vandever, ~k. O'Co_nne!l, and members of the <br />local media will be traveling to South Boston to discuss their town reversion process on <br />Au_~_~_ st 22nd. <br /> <br />A meeti~n~g was set for Aug~_~st 3 !st to discuss the CiW Manager selection process. <br /> <br /> On motion by Ms. Slaughter, seconded by Rev. Edwards, Council unav_imous!y voted <br />to meet in executi¢-e session for the purpose of appointing members to various City boards or <br />a~encies; for the purpose of considering the acquisition or use of rea! property for Cab!it <br />~arpose,~. or the disposition of publicly held property, more specifically described as property <br />on East Hfigh Stree't (SectiOns 2.1-344(A)(1) and (3) of the Virginia Code; and for the <br />purpose of consultation -Mth legal counsel and briefings by staff members, consukants or <br />~.ttorneys, pertaining to probable litigation, or other specific legal ma~ers requiring the <br />provision oflega! advic~ by counsel as authorized by Section 2. !-344(A)(7) of the Virginia <br />~ode~ The substance of the matters to be discussed can reasonably be identified as follows: <br />changes in the form of local ~overnm_ent structure, and related alternatives.
