249 <br /> <br /> Rev. Edwards said that before he could support the special permit he would want to <br />review previous Council minutes, but he was inclined not to support any additional <br />fraternities. <br /> <br /> Ms. Daugherty noted that the neighborhood in question has largely become a fraternity <br />neighborhood, and questioned what else would be appropriate for the site. <br /> <br /> Ms~ Slaughter said that she recalled that when dealing with fraternities or sororities <br />Council had looked at their past histories, and she would like to find out more about the <br />fraternity making the request. Ms~ Slaughter said she is interested in requiring parking spaces <br />and requiring that the building be externally maintained. <br /> <br /> Ms. Daugherty stated that she would support the special permit, but would like to <br />include the parking and a statement requiring cleaning up the area and external maintenance <br />of the building. <br /> <br /> Mr. Gouldman stated that special permits are generally more permanent in nature, and <br />noted that the outside appearance of the building may be somewhat subjective, but added that <br />the current Building Code may address Councilors' concerns. <br /> <br /> Ms. Slaughter made a motion to defer the special permit resolution to clarify Council's <br />past policy on fraternities and sororities, to provide more information on the Building Code, <br />and other positive solutions related to maintenance of the building. Rev. Edwards seconded <br />the motion~ <br /> <br /> Responding to a question from Mr. Toscano, Councilors indicated agreement that <br />parking should be required on the site. <br /> <br /> Ms. Slaughter said she would favor requiring paving of the alley and enforcement of no <br />parking in the alley as part of the consideration. <br /> <br /> Rev. Edwards stated that he did not think the fi'aternity should be required to pave the <br />alley if it is owned by the City. <br /> <br /> Council unanimously voted to defer the special permit request for 125 Chancellor <br />Street. <br /> <br />RESOLUTION: APPROVING CATEC AGP~EMENT <br /> <br /> Dr. Dorothea Shannon, Superintendent of City Schools, explained the new formula <br />agreed to by the City and County School Board for funding of CATEC, which was <br />characterized by Dr. Shannon as a compromise formula, 50% based on the average daily <br />membership over three years, and 50% based on membership at CATEC over three years. <br />Dr. Shannon recommended that the formula be reviewed after two years to ensure that it is <br />equitable. <br /> <br />Ms. Daugherty said she feels the proposed formulal is a good compromise. <br /> <br /> Responding to a question from Mr. Toscano, Dr. Shannon said that the City Schools <br />would pay $6,000 more in the new formula than this year. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Daugherty, Council unanimously <br />approved the CATEC agreement regarding the funding formula. <br /> <br />RESOLUTION: ADELPHIA ACCOUNTING ORDER <br /> <br /> Mr. Gouldman explained that the Accounting Order will reserve the City's right to <br />renew its efforts in the rate regulation arena should future circumstances justify such action. <br />Mr. Gouldman stated that proposed Congressional action will take away the City's ability to <br />effectively regulate cable rates. <br /> <br /> <br />
