254 <br /> <br /> Mr. Maurice Cox, 702 Ridge Street, said the landscape plan would represent a <br />neighborhood economic development initiative that would address youth joblessness and the <br />need for community service opportunities, by employing area youth to implement the plan. <br />Mr. Cox requested $5,372 in start-up funds for the project. <br /> <br />As there were no further speakers, the public hearing was closed. <br /> <br /> Responding to a question from Rev. Edwards, Mr. O'Connell stated that Fifeville and <br />10th and Page neighborhoods were each designated as priority neighborhood for three years. <br /> <br /> Ms. Slaughter stated that she thinks the Belmont business area should be part of the <br />economic development strategy. Ms. Slaughter recommended that local youth agencies be <br />contacted regarding the proposed landscaping plan. <br /> <br /> Responding to a question from Mr. Vandever about the amount of funding anticipated, <br />Mr. Huja replied $735,000 in Community Development Block Grant funds, $76,000 in <br />HOME funds, and $40,000 in reprogrammed funds are anticipated. <br /> <br /> Mr. ToscanO questioned the increase in administration funding from 13 1/2% this year <br />to 17% next year. <br /> <br /> Mr. Huja stated that last year money from other years was available to use for <br />administration funding. <br /> <br /> Mr. O'Connell stated that staff are needed to be able to carry out the Consolidate Plan <br />programs. <br /> Mr. Vandever stated that he shares Mr. Toscano's concern about the amount of <br />administration funding. <br /> <br /> Mrl Toscano asked that Council be provided information on CDBG allocations for <br />administration over the last five years. <br /> <br />Rev. Edwards stated that he thinks the level of administration funding is necessary. <br /> <br /> Rev. Edwards made a motion to approve: 1) North Belmont as priority neighborhood; <br />2) $200,000 for North Belmont; 3) 15% for social programs; and 4) administration funding, <br />and Ms. Slaughter seconded the motion. <br /> <br /> Mr. Vandever said he is uncomfortable with the level of administration funding and <br />asked if the other issues could be decided at this time. <br /> <br /> Ms. Daugherty stated that she agreed that the administration funding should be looked <br />into further. <br /> <br /> Mr. Toscano said he thought the issue of administration funding could be changed at a <br />later date prior to the final appropriation of funds. <br /> <br /> Council unanimously approved the recommendations for FY 96/97 Consolidated Plan <br />funding listed above. <br /> <br />PRESENTATION: TONSLER PLAYGRO~ <br /> <br /> Ms. Nancy Damon, Ms. Kim Page, and Mr. Reid Oeschlin, "Building T°nsler <br />Together" volunteers, encouraged volunteers for the playground building project October <br />25th through October 29th. Ms. Damon said Mary Newton deserves special recognition for <br />the work she has put into the project. <br /> <br /> <br />
