APPROPRIATION: $3,000 - Burnley-Moran Playground (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that the sum <br />of $6,000 is hereby appropriated to account 07-171-073728 to fund the cost of upgrading the <br />playground equipment at Burnley-Moran Elementary School. This appropriation is <br />conditioned upon receipt of $3,000 in private donations to match the City's contribution of <br />$3,000, to be transferred from Facilities Repair Account 07-171-073725, for a total <br />appropriation of $6,000. <br /> <br />d. APPROPRIATION: $37,482 - Independent Living Program Grant (carried over) <br /> <br />O~INANCE: "AN ORDINANCE TO AUTHORIZE THE EXCHANGE OF <br /> PROPERTY LOCATED ON CASTALIA STREET AND BELMONT AVENUE" <br /> (carried over) <br /> <br />PRESENTATION: TECYHNOLOGY/MONTICELLO AW/HOME PAGE <br /> <br /> Mr. Tom Hatch, Director of Information Services, representing the City's Technology <br />Team, presented an overview of technology projects in progress. Mr. Hatch said the <br />preliminary technology plan will be sent to Council in December. <br /> <br /> Ms. Daugherty asked why the trunk radio system is necessary in addition to E-911 and <br />Mr. Hatch replied that the radio system will allow for radio conununication to all emergency <br />personnel, but noted that the radio system has not been approved at this point. <br /> <br /> Mr. David Shumaker, Project Coordinator for Monticello Avenue, explained that <br />Monticello Avenue will provide free Internet access and has three major components: public <br />access to the World Wide Web, provider of community information, and resource directory. <br />Mr. Shumaker said the official opening of Monticello Avenue will be November 3rd. <br />Monticello Avenue's philosophical goals are as follows: 1) enhanced quality of life for area <br />residents; 2) improved delivery of services (Monticello Avenue an enabler); and 3) promote <br />greater appreciation of what is unique about the community and to bring people together. <br /> <br /> Ms. Linda Peacock, Budget Administrator, gave a demonstration of the City's Home <br />Page. <br /> <br />Ivlr. Toscano proclaimed the week of October 15th Internet Connection Week. <br /> <br />PUBLIC HEARING: CDBG CONSOLIDATED PLAN - FY 96/97 <br /> <br /> Mr. Satyendra Huja, Director of Community Development, explained that four issues <br />are before Council with regard to the FY 96/97 CDBG Consolidated Plan: 1) designation of <br />a priority neighborhood (North Belmont reconunended); 2) amount to be designated for <br />priority neighborhood ($200,000 recommended); 3) percentage allocated for social programs <br />(15% recormnended); and level of administration funding (current level recommended). <br /> <br />The public hearing was opened. <br /> <br /> Ms. Darcy Phillips, 703 Belmont Avenue, said she hopes Council will agree with <br />designating North Belmont as the priority neighborhood because of infrastructure needs, <br />traffic control needs, and the amount of under-developed area in downtown Belmont. Ms. <br />Phillips presented Council with pictures of problem areas in Belmont and said there is an <br />urgent need for a day care center in Belmont, though the question of where to site such a <br />center and how to fund it remain unanswered. <br /> <br /> Ms. Joan Woodfolk, 710 Ridge Street, asked for Council's support of a landscaping <br />master plan for Ridge Street at a cost of $15,000 to be shared by CDBG funds and private <br />funding. <br /> <br /> <br />
