<br /> Council met in regular session on this date with the following members present:
<br />Daugherty, Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever.
<br />
<br /> Mr. Toscano welcomed Mr. Gary O'Connell as the City's new City Manager.

<br />Ms.
<br />
<br /> Ms. Kathleen Flanders, Program Coordinator for the Family Partners Program, thanked
<br />Council for funding the Family Partners Program and reviewed the Program's successes over
<br />the past year.
<br />
<br /> Ms. Brenda Tekin, 713 Hinton Avenue, expressed concern about unleashed dogs at the
<br />Greenbelt Park, and presented a petition with 67 signatures support requiting dogs to be
<br />leashed at the park.
<br />
<br /> Mr. Nat Tekin, Troop 37 of the Boy Scouts, stated that he has collected signatures at
<br />Buford Middle School for the petition favoring leashing of dogs at Greenbelt Park.
<br />
<br /> Mr. Nick Salzman, Stonehenge Avenue, stated that if more support is needed to require
<br />that dogs be leashed, then he will get more signatures on petitions.
<br />
<br /> Mr. Toscano said that Council will need to think more about the leashing of dogs at the
<br />Greenbelt and will contact the Tekins in the near future.

<br />CONSENT AGENDA
<br />
<br /> At the request of Ms. Slaughter, the resolution transferring the deed for 405 Dice Street
<br />to Jefferson National Bank was removed fi-om the consent agenda.
<br />
<br /> On motion by Mr. Vandever, Seconded by Ms. Daugherty, the following consent
<br />agenda items were unanimously approved by Council:

<br />a. Minutes of September 13, 19, 25, October 2, 11, 18, I9, 23
<br />
<br />b. APPROPRIATION: $178,506 - Comprehensive Services Act (2nd reading)
<br />
<br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the
<br />sum of $178,506:00, to be received as a grant from the Commonwealth of Virginia
<br />(Comprehensive Services for Youth and Families), is hereby appropriated to expenditure
<br />account 11-161-062312 (Community Services) in the amount of $97,606.00, and to
<br />expenditure account 11-161-062311 (Early Intervention) in the amount of $80,900.00, to be
<br />expended for continuing the Community Services Grant and the Early Intervention Grant,
<br />respectively, for children and their families. Additionally, $7,264.00 is hereby transferred
<br />from account 15-161-065000 to expenditure account 11-161-062311 as the City's local
<br />match for the Early intervention Grant.
<br />
<br /> This appropriation is conditioned upon receipt of $178,506.00 from the Commonwealth
<br />of Virginia, and $22,453.00 in matching funds from the County of Albemarle (to be taken
<br />from the Comprehensive Services Pool Fund).
<br />
<br />c. APPROPRIATION: $37,482 - Independent Living Program Grant (2nd reading)
<br />
<br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the
<br />sum of $37,482.00, awarded as a grant to the Charlottesville Department of Social Services
<br />from the Virginia Department of Social Services, is hereby appropriated to expenditure
<br />account 12-061-062279, to fund the Independent Living Coordinator position for fiscal year
<br />1996. The Independent Living Program is an interagency venture which teaches life skills to
<br />older teens in foster care.
