APPROPRIATION: $850 - Donations for Housing and Repair Fund <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the <br />sum of $850 is hereby appropriated to expenditure account 26-041-051526 in the Capital <br />Fund for housing repair activities. <br /> <br /> BE IT FURTHER RESOLVED that the Mayor is requested to send letters of <br />acknowledgement and thanks to each contributor. <br /> <br />e. ORDINANCE: "AN ORDINANCE TO AUTHORIZE THE EXCHANGE OF <br /> PROPERTY LOCATED ON CASTALIA STREET AND BELMONT AVENUE <br /> (2nd reading) <br />f. ORDINANCE: "AN ORDINANCE CLOSING, VACATING AND <br /> DISCONTINUING AN ALLEY OFF BOOKER STREET (carried over) <br /> <br />RESOLUTION: TRANSFERRING DEED FOR 405 DICE STREET TO JEFFERSON <br />NATIONAL BANK <br /> <br /> Mr. O'Connell explained that the house at 405 Dice Street was transferred to the <br />Charlottesville Housing Improvement Program by the Charlottesville Redevelopment and <br />Housing Authority, with the intention that CHIP would renovate and sell the house, <br />preferably to a public housing resident. A lien was placed on the house by Jefferson National <br />Bank and only the exterior renovation was completed. Mr. O'Connell explained that the City <br />has been trying to find a means to renovate the interior of the house, and staff recommend <br />that the original deed restrictions be released so Jefferson National Bank can sell the house <br />for home ownership, with the Charlottesville Housing Foundation assisting in finding a home <br />owner. <br /> <br /> Ms. Slaughter asked if the interior renovation is going forward prior to identifying an <br />owner, and Mr. O'Connell replied that construction financing for the interior will be made <br />available by Jefferson National Bank after an owner is identified. <br /> <br /> On motion by Ms. Daugherty, seconded by Mr. Vandever, the resolution transferring <br />the deed for 405 Dice Street to Jefferson National Bank was unanimously approved by <br />Council. <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the <br />Mayor is hereby authorized to execute on behalf of the City the following document, in form <br />approved by the City Attorney: <br /> <br />Deed in Lieu of Foreclosre dated September 15, 1995, between <br />Charlottesville Housing Improvement Program, Inc., Jefferson <br />National Bank, and the City, related to property at 405 Dice Street. <br /> <br />PUBLIC HEARING: EXPANDING WEST MAIN STREET ENTERP~SE ZONE <br />RESOLUTION <br /> <br /> Mr. Jim Gahres, Director of Economic Development, requested that Council reapprove <br />the Enterprise Zone application with expanded boundaries, following the public hearing. 1~. <br />Gahres said staff have met With the neighborhood, Minority and Women's Business Group <br />and community leaders and he cannot foresee any negative impacts of the expansion. Mr. <br />Gahres conveyed some comments received from the public: there is a need to offer a higher <br />level of jobs than now available; 2) potential business owners should be identified from within <br />the community, particularly minority and women owned, and 3) the requirement to provide <br />jobs from adjoining zone neighborhoods should be changed from 5 full time to 25% of the <br />total jobs and businesses should be required to increase their net full time equivalent jobs by <br />10% of their workforce from xvithin the zone rather than requiring 5 additional. Mr. Gahres <br />said that if Council approves the resolution, staff will go to businesses within the zone and <br />will incorporate them in the process.
