271 <br /> <br /> Mr. Vandever said he understood that the housing subcommittee had some level of <br />agreement that there should be a mutually shared housing burden between the two <br />jurisdictions. <br /> <br /> Ms. Humphris raised the issue of University of Virginia students being considered in the <br />poverty numbers, but Mr. Toscano said that the students are not included in the percentage <br />of assisted rental units. Mr. Toscano said that he was encouraged that the County's housing <br />strategy commits to adding 160 assisted rental units per year while the City is trying to <br />reduce the number of assisted units and to increase home ownership. <br /> <br /> Ms. Humphris repeated that she feels the housing matter needs to be investigated <br />further. <br /> It was agreed that the housing subcommittee would meet on December 4th and the <br />Board and Council would meet on December 12th. <br /> <br /> The meeting was adjourned. <br />President~4 ~'~ <br /> <br />cie , <br /> <br />COUNCIL CHAMBER - November 20, 1995 <br /> <br /> Council met in regular session on this date with the following members present: Ms. <br />Daugherty, Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />CONSENT AGENDA <br /> <br /> Mr. Toscano removed the resolution authorizing the sale of CSX property from the <br />consent agenda, and asked for public comment on the resolution and other consent agenda <br />items. <br /> <br /> Mr. Charles Rausch, Locust Avenue, representing the National Railway Historical <br />Society, which has been working to bring the steam train to Charlottesville, said he hoped <br />that Council will delay a decision on selling the CSX property until the steam train owners <br />can make an offer for the property. <br /> <br /> Mr. Ben Bates, 106 Cameron Lane, spoke in support of designating Cameron Lane for <br />permit parking, and thanked Mr. Jim Marshall, the City's Traffic Engineer for his help. <br /> <br /> Mr. Thane Kerner, 609 E. Market Street, Chair of the Charlottesville Industrial <br />Development Authority, said that CIDA supports the steam train in theory and practice, but <br />feels that the CSX property in question needs to be put to a better and more productive use. <br />Mr. Kerner said that Mr. Kuttner, proposed buyer for the property, has expressed a <br />willingness to work with the steam train owners. Mr. Kerner said CIDA recommends that <br />Council authorize the sale of the CSX property to Mr. Kuttner. <br /> <br /> 1V[r. Gouldman raised questions about the reconunendation by the Planning Commission <br />that a survey be required for the closing of Booker Street, and Mr. Toscano removed the <br />item from the consent agenda. <br /> <br /> On motion by Ms. Slaughter, seconded by Rev. Edwards, the following consent agenda <br />items were unanimously approved by Council: <br /> <br />a. Minutes of October 16, 27, 30, November 6, and 13 <br /> <br />b.
