276 <br /> <br /> Mr. Vandever also suggested the Jail's telephone fund as another source for funding the <br />study. <br /> <br /> Mr. Yandever made a motion to approve the alternatives to incarceration study, <br />conditional upon using Jail funding, and Ms. Daugherty seconded the motion. <br /> <br /> Ms. Slaughter noted that she would not have voted for the Jail expansion without <br />conducting a study on incarceration alternatives. <br /> <br /> Council unanimously approved the $15,000 proposal to study alternatives to <br />incarceration, conditional upon funding from the Jail's budget. <br /> <br />RESOLUTION: STRIBLING AVENUE EXT. DISCONTINUANCE <br /> <br /> Mr. Leon Churchill, Assistant City Manager, explained that the street in question is not <br />within the City limits, but the University of Virginia and Albemarle County have sought the <br />City's input on its discontinuance. <br /> <br /> Responding to a question from Ms. Slaughter, Mr. Huja said that the Fry's Spring <br />neighborhood has not discussed the proposed discontinuance, but have supported maintaining <br />a pedestrian right-of-way which will continue to be allowed. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, the resolution recommending <br />the Stribling Avenue Ext. discontinuance was unanimously approved by Council. <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottes~511e, ¥irginia, that this <br />Council endorses the discontinuance, pursuant to Virginia Code ~ 33.1-150, of State Route <br />782 from Fontaine Avenue to the bridge under the CSX Railroad. This endorsement is <br />conditioned upon the County of Albemarle and/or private property owners maintaining the <br />right-of-way for the purposes of hiking or bicycle trails and paths or other nonvehicular <br />transportation and recreation. <br /> <br /> The Clerk of Council is hereby directed to send a certified copy of this resolution to the <br />Albemarle County Board of Supervisors. <br /> <br />ORDINANCE: CENTRAL TELECOM FRANCHISE <br /> <br /> Mr. Gouldman explained that Central Telecom will pay the City $1,000 per linear mile <br />as a condition of the franchise. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, the ordinance entitled "AN <br />ORDINANCE GRANTING A TELECOMMUNICATIONS FRANCHISE TO CENTRAL <br />TELECOM, INC., ITS SUCCESSORS AND ASSIGNS, TO USE THE STREETS AND <br />OTHER PUBLIC PLACES OF THE CITY OF CI-LA_RLOTTESVILLE, VIRGINIA, FOR <br />ITS POLES, WIRES, CONDUITS, CABLES, AND FIXTURES FOR A PERIOD OF FIVE <br />(5) YEARS" was offered and carried over to the next meeting for consideration. <br /> <br />ORDINANCE: CREATING UNDERGROUND UTILITY CORRIDOR (9TH/10TH <br />STREET PROJECT) <br /> <br /> Mr. Churchill explained that creating a utility corridor will make the City eligible to be <br />reimbursed up to 50% by the State for undergrounding of electric utilities. <br /> <br /> Ms. Judith Mueller, Director of Public Works, explained that all utilities will be <br />undergrounded by the City in the designated area. The total additional cost to the City to <br />underground in the subject area, based on estimates, is $72,463 for the area south of West <br />Main Street, and $60,237 for the area north of West Main Street. Ms. Mueller added that the <br />cost for lights similar to those on the Corner and Ridge Street bridge will be $73,000. <br /> <br /> <br />
