Edwards, seconded by Ms. Daugherty, the ordinance entitled "AN <br />ORDINANCE ESTABLISHING AN UNDERGROUND UTILITY CORRIDOR FROM <br />9TH STREET TO 10TH STREET IN ACCORDANCE WITH THE VIRGINIA <br />DEPARTMENT OF TRANSPORTATION POLICY ON PLACING UTILITY <br />FACILITIES UNDERGROUND" was offered and carded over to the next meeting for <br />consideration. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Ms. Slaughter said she would like Council to ask the Planning Commission to move <br />forward with plans for a design control district for West Main Street. <br /> <br /> Responding to a question from I~. Churchill on a possible timetable for <br />implementation of a design control district, Mr. Huja said that surveys will take until <br />approximately May of 1996 to complete, and design and development will then take <br />approximately three to four months. <br /> <br /> Mr. Toscano asked for more information on the impact of the design control <br />designation on properties within the district. <br /> <br /> Ms. Slaughter said design control district designation will help preserve the fabric of <br />West Main Street. <br /> <br /> Ms. Daugherty said she is in favor of moving forw-ard with the control district, but <br />would like to know more about requirements for developers. <br /> <br /> Mr. Toscano asked Councilors to give input to staffon the draft bicycle paths and <br />transit reports. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, Council unanimously voted <br />to meet in executive session for the purpose of appointing members to various City boards or <br />agencies, as authorized by Section 2.1-344(A)(1) of the Virginia Code, and for the purpose <br />of consultation with legal counsel and briefings by staff members, consultants or attorneys, <br />pertaining to probable litigation, or other specific legal matters requiring the provision of <br />legal advice by counsel, as authorized by Section 2.1-344(A)(7) of the Virginia Code. The <br />substance of the matters to be discussed can reasonably be identified as follows: changes in <br />the form of local government structure, and related alternatives. An executive session on this <br />subject is also authorized by Section 15.1-945.7(D) of the Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Rev. Edwards, seconded by Ms. <br />Daugherty, certified that, to the best of each member's knowledge, (i) only public business <br />matters lawfully exempted from open meeting requirements by Virginia law' were discussed in <br />the executive meeting to which this certification resolution applies, and (ii) only such public <br />business matters as were identified in the motion convening the executive meeting were <br />heard, discussed or considered by the Council. <br /> <br />The meeting was adjourned. <br /> <br />President <br /> <br /> <br />
