That the appropriate officials of the City are authorized to <br />execute an agreement with VDOT and the utility owner or owners for <br />the necessary utility relocations. <br /> <br />Section 4. That this resolution shall be in effect from and after its adoption. <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Daugherty, Council unanimously <br />appointed Mr. Tom Vandever to fill the term vacated by Ms. Slaughter on the Charlottesville <br />Redevelopment and Housing Authority. This term will expire on June 30, 1997, or at such <br />time that Mr. Vandever leaves office as City Councilor. <br /> <br /> On motion by Ms. Daugherty, seconded by Re,,-. Edwards, Mr. M. E. (Dick) Gibson, <br />Jr. was unanimously appOinted to an unexpired term on the Jefferson Area Board for Aging <br />Board of Directors. This term will expire on April 1, 1997. <br /> <br /> On motion by Ms. Slaughter, seconded by Rev. Edwards, Ms. Elizabeth Waters was <br />unanimously appointed to an unexpired term, and Mr. William Park was unanimously <br />appointed to a three-year tem~ on the Urban Design Cmmnittee. Ms. Waters' term will expire <br />on July 31, 1996 and Mr. park's term will expire on July 31, 1998. <br /> <br />PUBLIC <br /> <br /> Mr. David Brown, 1010 Wertland Street, refen-ing to the presentation on reversion, <br />said he is glad that Council is making the information public, but questioned why the city has <br />declined over the years and said he feels the Council should be asking what they have done <br />wrong and what are other options available rather than reversion. Mr. Brown said he thinks <br />the city has potential that the Council does not seem to see. Mr. Brown suggested that <br />Council consider offering school choice and tax cuts. <br /> <br /> Mr. Tom Hill, Rugby Road, also referring to the reversion presentation, said that he <br />feels the middle class moved itself out of Charlottesville and Council chose to fund the <br />service demands. <br /> <br /> Mr. Eric Strespack, 113 Sturbridge Road in Albemarle County, said he thinks term <br />limits for Council is a good idea. <br /> <br /> Mr. Eugene Williams of Ridge Street, referring to the reversion presentation, said that <br />perhaps the city has been moving in reverse for the last two decades and asked that hard <br />figxtres be presented rather than percentages. Regarding PVCC's neighborhood college <br />proposed for Jefferson School, Mr. Williams said he feels the clock is being turned back to <br />1896, with separate but equal facilities. Mr. Williams said he respects the PVCC President, <br />but opposes using the Jefferson School since it has no columns, no name, and no landscaping. <br />Mr. Williams said he does not believe the surrounding neighborhood has been involved in the <br />decision, and blacks are always getting leftovers. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Toscano announced the open house on city and sChoOl initiatives scheduled for <br />December 7th. <br /> <br /> The meeting was adjourned. <br />President <br /> <br />C1 ' <br /> <br /> <br />
