ChiefWolford said he would only <br />recommend a youth curfew if he has the support of the courts and Commonwealth's Attorney <br />and if there would be help from another agency to help administer the la~v. <br /> <br /> Responding to a question from Mr. Toscano, ChiefWolford said drugs continue to be a <br />significant factor in the community, but the problem is somewhat reduced. <br /> <br /> Mr. Toscano said he thinks Chief Wolford's curfew approach makes a lot of sense and <br />asked for feedback on how the Council can best interface with police officers to increase the <br />level of confidence. <br /> <br />RESOLUTION: LEGISLATIVE PROGRAM <br /> <br /> Mr. Clyde Gouldman, City Attorney, presented the City's legislative program. In <br />addition to standing priorities and goals, the packet requests preservation of the Business, <br />Professional and Occupational License Tax, preservation of existing laws dealing with <br />reversion to town status, and urges the State to continue its strong role in housing in the <br />region. Repeal of the relaxed concealed weapons law and the authority to use voice stress <br />analyzers are included as requested by the Police Department, Mr. Gouldman stated. <br /> <br /> Responding to a question from Ms. Slaughter about the increase in the Virginia <br />Retirement System payments that will impact the schools, Mr. Gouldman presented new <br />language requesting that the prefunding requirement be phased in. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, the City's Legislative <br />Program was unanimously approved, with the addition of the VRS language. <br /> <br />ORDINANCE: GRANTING EASEMENTS IN CONJUNCTION WITH ICE PARK <br /> <br /> Mr. Goutdman explained that prior to the second reading of the ordinance, he will look <br />at the language regarding successors and assigns contained in the easements in conjunction <br />with the Ice Park. <br /> <br /> On motion by Mr. Vandever, seconded by Ms. Slaughter, the ordinance entitled "AN <br />ORDINANCE AUTHORIZING THE CONVEYANCE OF EASEMENTS TO <br />CHARLOTTESVILLE 2000" was offered and carried over to the next meeting for <br />consideration. <br /> <br />PUBLIC <br /> <br /> Mr. John Yellott, 3 t 1 E. Market Street, requested information that was made public on <br />the reversion issue and asked that Council consider approving a new- experimental parking <br />zone that would allow both 2 hour parking and resident parking downtown. <br /> <br />OTHER BUSINESS <br /> <br /> Ms. Slaughter recommended that Council meet with the area legislators prior to the <br />General Assembly session. <br /> <br /> Mr. Toscano stated that a work session on transportation and the transit center needs <br />to be scheduled for late January. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Slaughter, Council voted to meet in <br />executive session, with Mr. Vandever voting no, for the purpose of discussion of a personnel <br />matter as authorized by Section 2.1-344(A)(1) of the Virginia Code, and for the purpose of <br />consultation with legal counsel and briefings by staff members, consultants or attorneys, <br />pertaining to probable litigation, or other specific legal matters requiring the provision of <br />legal advice by counsel, as authorized by Section 2.1-344(A)(7) of the Virginia Code.
