7 <br /> <br /> Mr. Herb Cottrill, Assistant Superintendent of Schools, requested that Council provide <br />funding for two additional security monitors for the schools because of the lack of <br />supervision during class changes and in the bathrooms. Mr. Cottrill stated that the monitors <br />would be uniformed but not armed. <br /> <br /> Ms. Slaughter asked what the rationale was for making the monitors full-time school <br />employees rather than contracting for the service and Mr. Cottrill stated that the schools <br />would have better control if they are school employees and the cost ~vould be higher if <br />contracted'out. <br /> <br /> Ms. Slaughter stated that she thought contracting out the service would give the <br />schools more flexibility if the security program was terminated or changed. <br /> <br /> Mr. Toscano asked whether the School Board would be opposed to using police <br />personnel rather than monitors and Ms. Linda Seaman, Chair of the School Board, stated that <br />this was not discussed by the Board. <br /> <br /> Mr. Hendrix recommended that Community Service Officers (CSOs) be used who <br />would be less expensive than police officers and better trained than monitors. Mr. Hendrix <br />stated that CSOs would provide better continuity and would have the weight of the police <br />department behind them, adding that the City could use the CSOs in the summer in the parks. <br /> <br /> Responding to a request for their reaction to Mr. Hendrix's suggestions, Mr. Thompson <br />and Mr. Rodgers, principals for Charlottesville High School and Buford Middle School, <br />stated that they thought Mr. Hendrix's suggestion was an excellent idea. <br /> <br /> Mr. Vandever asked whether it would be advisable to convert all the previously <br />approved monitors to CSOs. <br /> It was the consensus of the School Board that if the funding was comparable, it would <br />be preferable to hire all CSOs rather than monitors. <br /> <br /> It was agreed that Council would appropriate necessary funds for the additional CSOs <br />at the next regular Council meeting. <br /> <br /> Mr. Jim Dunbar, A~ssistant Superintendent of Schools, stated that four bids had been <br />received for the renovations at Bumley Moran School and the lowest bid was approximately <br />$600,000 over budget. Mr. Dunbar stated that most of the proposed work is mechanical and <br />ADA-required modifications and difficult to trim. Mr. Dunbar explained that it is currently <br />not a good bidding climate for construction projects. <br /> <br /> Rev. Edwards stated that he thought there needed to be equity among the various <br />school renovations and he favored proceeding with the renovations. <br /> <br /> It was the consensus of Council to appropriate the additional funding at the next regular <br />Council meeting and to proceed with the Burnley Moran renovations. <br /> <br /> The meeting was adjourned. <br />Pr~sl~e~~~~ <br /> <br /> <br />
