18 <br /> <br />Agreement between the City of Charlottesville, the Commonwealth <br />of Virginia, and the Norfolk Southern Railway Company in connectiOn <br />with the replacement of the West Main Street bridge <br /> <br /> A copy of such document, which is attached hereto in draft form, shall be kept on file <br />in the Office of the City Attorney. <br /> <br /> Mr. Gary O'Connell, Deputy City Manager asked whether it was the sense of Council <br />to support undergrounding of utilities, at a cost of approximately $300,000, and for staff to <br />further explore the issue and return to Council with details and cost estimates. <br /> <br /> It was the consensus of Council to proceed as outlined by Mr. O'Connell regarding <br />undergrounding of utilities along the West Main Street bridge. <br /> <br />RESOLUTION: I~ ROAD DESIGN PLAN <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, the resolution approving <br />the Ivy Road design plan was unanimously approved by Council. <br /> <br />RESOLUTION: APPROVING LOCATION DESIGN FOR MCINTIRE ROAD <br />PROJECT <br /> <br /> On motion by Ms. Daugherty, seconded by Rev. Edwards, the resolution approving <br />the location design for the Mclntire Road project was unanimously approved by Council, <br /> <br />APPROPRIATION: TWO-WAYING OF WATER STREET/THIRD STREET MALL <br />EXTENSION PROJECT (2nd reading) <br /> <br /> Responding to comments made during the public hearing on vehicular crossing of the <br />mall, Ms. Slaughter noted that, as indicated by the appropriation for the 3rd Street <br />improvements, it is very expensive to brick side streets to the mall. <br /> <br /> Responding to questions from Mr. Toscano, Mr. Huja stated that the Board of <br />Architectural Review rejected the pavers because of their appearance and because they are <br />difficult to maintain. <br /> <br /> Ms. Slaughter noted that the potential savings from using pavers would have been <br />small. Ms. Slaughter indicated her appreciation of the adjacent property owners sharing in <br />the cost of the project. <br /> <br /> The appropriation for the 3rd Street improvements and two-waying of Water Street, <br />which was offered at the July 5th meeting, was approved by the following vote. Ayes: Ms. <br />Daugherty, Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever. <br /> <br /> WHEREAS, this Council has preViously approved the proposed construction work to <br />make Water Street two-way and to extend the Mall south along Third Street, S:E. with <br />certain street, sidewalk and related improvements; and <br /> <br /> WHEREAS, at a public hearing held on March 21, 1994, with notices duly advertised <br />in the Daily Progress as required by Section 15.1-244 of the Code of Virginia, the Council <br />heard comments from abutting property owners along Third Street, S.E. regarding such <br />improvements; and <br /> <br /> WHEREAS, the Council has approved the proposed plans.for making Water Street <br />two-way and the extension of the Mall south along Third Street, S.E~ to Water Street <br />substantially in accord with the preliminary design suggestions made by the landscape and <br />engineering firm of The Cox Company; as recommended by the Urban Design Committee, <br />the Board of Architectural Review and the Planning Commission; and <br /> <br /> <br />
