20 OTHER BUSINESS Rev. Edwards suggested that Council schedule a discussion in the near future on the possibility of holding an advisory referendum on the direct-election of mayor and discuss increasing salaries for bOth the planning Commission and City council. Mr. Gouldman stated that three charter changes would be necessary to change how the mayor is elected and Council would need to make a decision in September in order to have the issue on the November ballot. Ms. Slaughter stated that she would like to have background information provided to Council prior to putting the issue on a Council agenda. It was agreed that information on both directly-elected mayors and increasing Council and Planning Commission salaries would be provided to Council. Mr. Toscano announced that the work session with the Reinventing Government subcommittee of the Citizens Advisory Committee for Efficient Government has been rescheduled to September ist. Ms. Slaughter suggested that Councilors have informal pre-discussions with the Committee members prior to the work session. Mr. Toscano announced that Shannon Rannigan and Mandissa Turner, Charlottesville High School students, will be participating in the Junior Olympics and need to raise $250 in order to attend and asked any citizens who would like to make a donation to contact the City Manager's office. On motion by Rev. Edwards, seconded by Ms. Slaughter, Council unanimously voted to meet in executive session to discuss personnel matters (appointments to boards and commissions and personnel evaluations) and the acquisition, use of disposition of public property (property located west of 1st Street and east of the Federal Building) as provided by Section 2.1-344(a) (1) and (3) of the Virginia Code. Council reconvened in open session and, on motion by Rev. Edwards, seconded by Ms. Daugherty, unanimously certified that, to the best of each member's knowledge, (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the executive meeting to which this certification resolution applies, and (ii) only such public business matters a were identified in the motion convening the executive meeting were heard, discussed or considered by the Council. On motion by Ms. Slaughter, seconded by IVlr. Vandever, the following persons were appointed to the Charlottesville Redevelopment and Housing Authority: Ms. Virginia Daugherty, Rev. Alvin Edwards, Ms. Kay Slaughter, Ms. Constance Dunn, and Ms. Jewel Mason. The meeting was adjourned. President
