20 <br /> <br />OTHER BUSINESS <br /> <br /> Rev. Edwards suggested that Council schedule a discussion in the near future on the <br />possibility of holding an advisory referendum on the direct-election of mayor and discuss <br />increasing salaries for bOth the planning Commission and City council. <br /> <br /> Mr. Gouldman stated that three charter changes would be necessary to change how <br />the mayor is elected and Council would need to make a decision in September in order to <br />have the issue on the November ballot. <br /> Ms. Slaughter stated that she would like to have background information provided to <br />Council prior to putting the issue on a Council agenda. <br /> <br /> It was agreed that information on both directly-elected mayors and increasing Council <br />and Planning Commission salaries would be provided to Council. <br /> <br /> Mr. Toscano announced that the work session with the Reinventing Government <br />subcommittee of the Citizens Advisory Committee for Efficient Government has been <br />rescheduled to September ist. <br /> <br /> Ms. Slaughter suggested that Councilors have informal pre-discussions with the <br />Committee members prior to the work session. <br /> <br /> Mr. Toscano announced that Shannon Rannigan and Mandissa Turner, Charlottesville <br />High School students, will be participating in the Junior Olympics and need to raise $250 in <br />order to attend and asked any citizens who would like to make a donation to contact the City <br />Manager's office. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Slaughter, Council unanimously voted <br />to meet in executive session to discuss personnel matters (appointments to boards and <br />commissions and personnel evaluations) and the acquisition, use of disposition of public <br />property (property located west of 1st Street and east of the Federal Building) as provided <br />by Section 2.1-344(a) (1) and (3) of the Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Rev. Edwards, seconded by <br />Ms. Daugherty, unanimously certified that, to the best of each member's knowledge, (i) only <br />public business matters lawfully exempted from open meeting requirements by Virginia law <br />were discussed in the executive meeting to which this certification resolution applies, and (ii) <br />only such public business matters a were identified in the motion convening the executive <br />meeting were heard, discussed or considered by the Council. <br /> <br /> On motion by Ms. Slaughter, seconded by IVlr. Vandever, the following persons were <br />appointed to the Charlottesville Redevelopment and Housing Authority: Ms. Virginia <br />Daugherty, Rev. Alvin Edwards, Ms. Kay Slaughter, Ms. Constance Dunn, and Ms. Jewel <br />Mason. <br /> <br />The meeting was adjourned. <br /> <br />President <br /> <br /> <br />
