REORDAI-NING <br /> SECTIONS 19-95 AND 19-96 OF THE <br /> CHARLOTTESVILLE CiTY CODE, i990, AS <br /> AMENDED, RELATING TO C~GES IN TM <br /> RETIREMENT PLAN AFFECTING PUBLIC SAFETY <br /> OFFICERS" (2nd reading) <br /> <br />RESOLUTION: "456 ~VIEW" - ~CULAR CROSSING OF ~L AT 2ND <br />STREET WEST <br /> <br /> Mr. Toscano stated that he would allow one speaker in favor and one speaker opposed <br />to the vehicular crossing of the mall to speak. <br /> <br /> Mr. Bill Atwood, 128 Brandywine Court, stated that he thinks it is great that so many <br />people think the downtown mall is so important, but stressed that while it is a good park, it <br />will not continue to be so without it also being a retail center. <br /> <br /> Ms. Sibley Johns, 1804 Chesapeake Street, expressed concern that the motivating <br />factor fbr approving the vehicular crossing of the mail appears to be financial and urged <br />Council not to vote for the crossing. <br /> <br /> Mr. John Gorman, 410 Altamont Street, stated that he thought crossing the mall at Old <br />Preston Avenue would be better than at 2nd Street West. <br /> <br /> Ms. Daugherty stated that she appreciates all of the citizen involvement and Planning <br />Commission work regarding the crossing of the mall and she intends to support the crossing. <br />Ms. Daugherty stated that she feels the mall is an evolving entity that needs to change, grow <br />and be flexible. Ms. Daugherty noted that retail and entertainment businesses are being lost <br />to the County; to be successful businesses need to be accessible; competition is good for <br />business; and it will not be costly to allow vehicular crossing of the mall, nor will the action <br />be irreversible. Ms. Daugherty stated that she fbels the mall's personality can be maintained <br />with the crossing and that such crossing can help the City during its current time of financial <br />difficulties. <br /> <br /> Ms. Slaughter stated that she supports the mall crossing for the following reasons: it <br />will make the mall more visually accessible; it will benefit existing businesses and attract new <br />ones, helping to remove the City's status as a stressed urban area; the City's traffic <br />consultants have recommended the crossing since 1988 to improve visibility and traffic <br />circulation, noting that the consultant's report shows that traffic counts on Water and Market <br />Streets have declined since 1990; the plans for the theater fits in with the Comprehensive Plan <br />in that it puts underutilized buildings to better use. Ms. Slaughter stated that she supports <br />the crossing whether or not the theater is developed, but would agree as a compromise to <br />only support it if the theater is developed. In response to allegations made that approval of <br />the crossing was a "done deal," Ms. Slaughter stated this was not true. <br /> <br /> Mr. Vandever stated that he feels the vehicular crossing is a major issue for the entire <br />City and noted that this is at least the third time the Council has dealt with the issue. Mr. <br />Vandever stated that he sees it as a question of what is best for the conununity: will a cross <br />street destroy the pedestrian environment of a stable but fragile commercial area, or will it <br />enhance the commercial viability of the mall? Mr. Vandever stated that he has decided that <br />crossing will not destroy the mall's ambiance, but will stimulate the economy. Mr. Vandever <br /> <br /> <br />
