33 <br /> <br /> 1. The proposed use of the Downtown Mall fbr vehicular crossing traffic at Second <br />Street, West, is substantially in accord with the City's adopted Comprehensive Plan and the <br />polices stated therein. <br /> <br /> 2. The City staff is directed to implement the proposed change as identified on Kellerco <br />Oversized Exhibit 2, Option B (Second Street West One Way Northbound). <br /> <br /> On motion by Mr. Vandever, seconded by Ms. Daugherty, Council unanimously voted <br />to ask staff to recommend a timetable for opening of the mall crossing. <br /> <br /> Ms. Slaughter requested that the issue of a tax improvement district be included as part <br />of Council's retreat and that Council begin to discuss the issue vfith the community. <br /> <br /> Ms. Slaughter recommended that the committee studying vending and other downtown <br />issues be expanded and given the following additional charge, to report back to Council in <br />mid-November: review the Kellerco study regarding two-waying Market Street; look at <br />extending the existing two-way part of Market to the lVlarket Street parking garage; explore <br />further linkages between downtmvn and the University of Virginia; review tourism systems, <br />re,flew the parking plan for dowmown, and review the need for ordinance and other <br />changes, including changing the names of streets and the mall. <br /> <br /> Mr. Toscano stated that he was inclined to leave the parking plan out of the charge for <br />the committee. <br /> <br /> Ms. Daugherty recommended that staff draft the committee's charge and possible <br />membership and return to Council. <br /> <br /> Ms. Slaughter stated that she would also like to see scaled-down versions of the <br />improvements on 3rd Street done at four intersections downtown, including lights, banners <br />and new crosswalks and curbing, and asked that costs and funding sources be explored by <br />staff, possibly reprogramming capital funds. <br /> <br />It was the consensus of Council to pursue Ms. Slaughter's recommendation. <br /> <br /> Ms. Slaughter also proposed that the City Manager install a left turn signal at 7th and <br />Market street going west. <br /> <br /> Mr. Toscano recommended that staff provide Council with the cost and any concerns <br />of adding the left turn signal. Mr. Toscano also recommended that putting large banners on <br />the downtown recreation center to welcome people downtown be explored. <br /> <br />PRESENTATION: SOCIAL DEVELOPMENT COMMISSION - JOB TRAINING <br /> <br /> Mr. Steve Stern, a member of the Social Development Commission, presented the <br />Cormnissioffs report on job training needs of people in Community Development Block <br />Grant target neighborhoods, with the major finding being that educational levels are lower in <br />these neighborhoods and the majority of jobs available are low skilled, low paying ones. <br /> <br /> Ms. Julia Martin from the Weldon Cooper Center for Public Service, stated that the <br />study revealed that the demographics of Charlottesville are similar to what is found in other <br />cities in Virginia. Ms. Martin stated that interpersonal skills continue to be a very important <br />factor in one's ability to get a job. Ms. Martin stated that while most jobs available are crucial <br />to the iniYastructure of business and industry, they continue to be low paying. <br /> <br /> Responding to a question from Mr. Toscano, Mr. Huja stated that all agencies involved <br />in the study have been provided with a copy of the report. <br /> <br /> Mr. Toscano stated that he thinks the next step in the process needed to be to ask what <br />it takes for a person to move up in employment. <br /> <br /> <br />
