34 <br /> <br />APPROPRiATiON: $100,000 - LINE OF C~DiT 'FOR CHARLOTTESVILLE <br />iNDUSTRiAL DEVELOPMENT AUTHORITY <br /> <br /> Mr. Hendrix explained that an industrial access road is being constructed as part of the <br />National Optronics project on the CSX property, which will be partially paid fbr by the <br />Virginia Department of Transportation, but not until the prOject is substantially completed. <br />As a result, the Charlottesville Industrial Development Authority is unable to pa), bills <br />associated with the road construction until it is reimbursed by'VDOT. Mr. Hendrix <br />recommended that a $100,000 line or' credit be established tbr CIDA, at a rate o~~ 3 1/2 % <br />interest. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, the $100,000 appropriation <br />as a line of credit for the Charlottesville industrial Development Authority was offered and <br />carded over to the next meeting for consideration. <br /> <br /> Mr. Toscano asked what the justification was fbr the low interest rate proposed and <br />Mr. Hendrix replied that stafftied the rate to interest the City receives on its idle funds, but <br />noted that he woUld confirm this information prior to the second reading. <br /> <br />ORDENANCE: NOISE ORDINANCE <br /> <br /> -Mr.'Vandever stated that while he had asked the City Attorney to draft an amendment <br />to the noise ordinance, he is now concerned about how it might affect businesses with muSic <br />indoors when doors are open, and suggested that a small group of business people and the <br />police be convened to discuss the possibility of' drafting an ordinance that is less restrictive <br />than the one proposed. <br /> <br /> Mr. Gouidman noted that the policehave concerns about the manpower required to <br />enforce an amended noise ordinance. <br /> <br /> It was agreed that"Mr. Vandever would convene a group to discuss alternatives and <br />report back to Council. <br />PUBLIC <br /> <br /> Mr. Bob Havior, 100 Northwood Circle, requested Councii'sintervention in alleviating <br />a problem Mr. Havier and his neighbors experience with noise coming from announcers fbr <br />the Lane League Field on Mclntire Road, sometimes as late as 11:30 p.m. Mr. Havier stated <br />that the neighborhood has had a gentleman's agreement that the mmouncing will stop at <br />10:00, but thishas been inadequate. <br /> <br /> 'Mr. Gouldman stated that he woUld talk to the Lane-League representatives and ask <br />that they comply with the 10:00 p.m. restrictioa <br /> <br /> Ms. Slaughter also suggested that representatives of the North Downtown <br />Neighborhood Association meet with Lane League representatives to' further discuss the <br />matter. <br /> <br />OTHER BUSINESS <br /> <br /> On motion'by Mr. Vandever, seconded by Rev.
