35 NOTICE OF SPECIAL MEETING A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Thursday, September 1, 1994 AT 7:00 p.m IN THE Second Floor Conference Room and 7:30 p.m. IN THE Basement Conference Room. THE PROPOSED AGENDA IS AS FOLLOWS: 7:00 plm. - Executive session to discuss personnel matters as exempted by Section 2.1-344(a)(1) of the Virginia Code ' 7:30 p.m. - APPOINTMENTS: Boards and Commissions Work Session - Report of the Reinventing Government Subcommittee of the Citizens Advisory Commission on Efficient Government BY ORDER OF THE MAYOR BY Jeanne Cox (signed) SECOND FLOOR CONFERENCE ROOb/l - September i, 1994 Council met in special session on this date with the following members present: Ms. Daugherty, Rev. Edwards, Ms. Slaughter, Mr. Toscano, b/Ir. Vandever. On motion by Ms. Slaughter, seconded by Mr. Vandever, Council unanimously voted to meet in executive session for the purpose of appointing members to various City boards or agencies and for the purpose of considering the acquisition or use of real property for public purpose, or the disposition of publicly held property, more particularly described as the High Street parking lot, as authorized by Section 2.1-344(a)(1) and (3) of the Virginia Code. The executive session was continued until after the work session. BASEMENT CONFERENCE ROOM- September 1, 1994 Council met in open session with the following members present: Ms. Daugherty, Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever. APPOINTMENTS: BOARDS AND COMMISSIONS On motion by Ms. Slaughter, seconded by Mr. Vandever, Ms. Mary Ann Blakey and Ms. Joy Johnson were appointed to two-year terms on the Charlottesville Redevelopment and Housing Authority, with Rev. Edwards abstaining from voting on Ms. Johnson due to a potential conflict of interest. These terms will expire on June 30, 1996. On motion by Rev. Edwards, seconded by Ms. Slaughter, Mr. Herman Key was unanimously reappointed, and Ms. Nancy Damon and Ms. Meredith Richards appointed, to four-year terms on the Planning Commission. These terms will expire on August 31, 1998. Ms. Slaughter left the meeting to attend another previously scheduled meeting. WORK SESSION: REINVENT1NG GOVERNMENT SUBCOMMITTEE REPORT Council met with Don Bonvhat and Susan Cabell, Reinventing Government Subco~ttee members, and Lawrence Burruss, a member of the Citizens Advisory Commission on Efficient Government to discuss the subcommittee's report. Mr. Borwhat reviewed some of the specific recommendations in the subcommittee's report: reduce the layers/streamline in the Fire Department; combine fire and 9 t 1 dispatch; study high cost of school grounds maintenance.
