Edwards, Ms. Slaughter, Mr. Toscano, b/Ir. Vandever. <br /> <br /> On motion by Ms. Slaughter, seconded by Mr. Vandever, Council unanimously voted <br />to meet in executive session for the purpose of appointing members to various City boards or <br />agencies and for the purpose of considering the acquisition or use of real property for public <br />purpose, or the disposition of publicly held property, more particularly described as the High <br />Street parking lot, as authorized by Section 2.1-344(a)(1) and (3) of the Virginia Code. <br /> <br /> The executive session was continued until after the work session. <br /> <br /> BASEMENT CONFERENCE ROOM- September 1, 1994 <br /> <br /> Council met in open session with the following members present: Ms. Daugherty, Rev. <br />Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever. <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> On motion by Ms. Slaughter, seconded by Mr. Vandever, Ms. Mary Ann Blakey and <br />Ms. Joy Johnson were appointed to two-year terms on the Charlottesville Redevelopment <br />and Housing Authority, with Rev. Edwards abstaining from voting on Ms. Johnson due to a <br />potential conflict of interest. These terms will expire on June 30, 1996. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Slaughter, Mr. Herman Key was <br />unanimously reappointed, and Ms. Nancy Damon and Ms. Meredith Richards appointed, to <br />four-year terms on the Planning Commission. These terms will expire on August 31, 1998. <br /> <br /> Ms. Slaughter left the meeting to attend another previously scheduled meeting. <br />WORK SESSION: REINVENT1NG GOVERNMENT SUBCOMMITTEE REPORT <br /> <br /> Council met with Don Bonvhat and Susan Cabell, Reinventing Government <br />Subco~ttee members, and Lawrence Burruss, a member of the Citizens Advisory <br />Commission on Efficient Government to discuss the subcommittee's report. <br /> <br /> Mr. Borwhat reviewed some of the specific recommendations in the subcommittee's <br />report: reduce the layers/streamline in the Fire Department; combine fire and 9 t 1 dispatch; <br />study high cost of school grounds maintenance.
