3.6 <br /> <br />Citizens Advisory Committee members might be used as consultants to look more specifically <br />at various City departments for other ways to reduce costs/streamline. <br /> <br /> Ms. Cabell stated that the subcommittee felt that the large number of appointed boards <br />increased the workload for staff and, therefore, recommended that each board's mission and <br />purpose be evaluated to determine if things could be done differently, or if the board could be <br />eliminated. <br /> <br /> Mr. Borwhat discussed the trend of people moving into the City because of the social <br />services offered within the City, but Mr. Vandever argued that he did not think that is <br />necessarily the case. <br /> <br /> Mr. Toscano asked how changes have been enacted in the corporate worth, and <br />Borwhat replied that employees have been involved, there was a clearly understood mission, <br />and people were given the security of not losing their jobs. <br /> <br /> Responding to a question from Mr. Toscano, Mr. Borwhat stated that he thought each <br />City department should have an individual mission statement and that there should also be a <br />citywide mission statement. <br /> <br /> Ms. Cabell stressed that the "message" or reason for change has to be true, understood, <br />and believable, and Mr. Borwhat added that to be successful, you must also have <br />management's commitment and the message must apply to the whole organization, not just <br />parts. Ms. Cabell stated that in order to make changes, a process and structure must be in <br />place within which to make the change, as well as compensation and computer systems. <br /> <br /> Mr. Toscano suggested that Council consider creating an innovation fund which could <br />be used to reward innovation that fits in with the City's mission statement. <br /> <br /> Mr. Vandever questioned on what basis the recommendation was made to consider <br />eliminating constitutional officers, and Mr. Borwhat replied that the recommendation was <br />made based on the City's organizational chart, but an in-depth look had not been taken. <br /> <br /> Mr. Toscano noted that a question Council must consider is whether the benefits of <br />increased citizen involvement, including citizen boards, balance the need for the extra staff <br />time involved. <br /> <br />Council continued the executive session begun prior to the work session. <br /> <br /> Council reconvened in open session and, on motion by Rev. Edwards, seconded by Ms. <br />Daugherty, with Ms. Slaughter absent for the vote, certified that, to the best of each <br />member's knowledge, (i) only public business matters lawfully exempted from open meeting <br />requirements by Virginia law were discussed in the executive meeting to which this <br />certification resolution applies, and (ii) only such public business matters as were identified in <br />the motion convening the executive meeting were heard, discussed or considered by the <br />Council. <br /> <br />The meeting was adjourned. <br /> <br />President <br /> <br /> <br />
