<br /> NOW, THEREFORE, I, David J. Toscano, Mayor of the City of Charlottesville, do
<br />hereby proclaim Saturday, September 24, 1994 as "YOU'VE GOT A FRIEND" DAY, and
<br />call upon all citizens to participate in "You've Got a Friend" activities and to help the police
<br />in their efforts to make this a better and safer community in which to live.
<br />
<br /> Mr. Toscano presented the proclamation to Police Officer Steve Grissom who invited
<br />the public to attend "You've Got a Friend" Day actMties at Charlottesville High School on
<br />September 24th.
<br />
<br />RESOLUTION: PROCL~AflMING "DOMESTIC VIOLENCE AWARENESS" MONTH
<br />
<br /> On motion by Ms. Daugherty, seconded by Mr. Vandever, the resolution proclaiming
<br />"Domestic Violence Awareness" Month was approved by Council, with Rev. Edwards and
<br />Ms. Slaughter absent.
<br />
<br /> WHEREAS, in the Commonwealth of Virginia 25,922 women and 8,037 children
<br />sought domestic violence services from July 1992 to June 1993; and
<br />
<br /> WHEREAS, the Charlottesville community is committed to restoring the right to
<br />freedom from fear in our own homes; and
<br />
<br /> WHEREAS, in our quest to impose sanctions on those who break the law by
<br />perpetrating violence, we must also meet the needs of battered women and their children who
<br />often suffer grave financial, physical, and psychological losses; and
<br />
<br /> WHEREAS, the crime and domestic violence violates an individual's privacy, dignity,
<br />security, and humanity; and
<br />
<br /> WHEREAS, the impact of domestic violence is wide-ranging, directly affecting
<br />women and children and society as a whole, crossing all economic, racial, and societal
<br />boundaries;
<br />
<br /> NOW, THEREFORE, I, David J. Toscano, Mayor of the City of Charlottesville,
<br />Virginia, in recognition of the important work being done by domestic violence programs, do
<br />hereby proclaim the month of October 1994 as DOMESTIC VIOLENCE AWARENESS
<br />MONTH and urge all citizens to actively participate in the scheduled activities and programs
<br />sponsored by the Shelter for Help in Emergency to work toward the elimination of personal
<br />and institutional violence against women.
<br />
<br /> Ms. Daugherty stated that the Shelter for Help in Emergency offers legal advocacy
<br />and assistance to victims of domestic violence and their families:

<br />APPROPRIATION: $100,000 LINE OF CREDIT FOR CHARLOTTESVILLE
<br />INDUSTRIAL DEVELOPMENT AUTHORITY (2nd reading)
<br />
<br /> Mr. Toscano recommended that the interest rate charged to the Charlottesville
<br />Industrial Development Authority (CIDA) be changed to the interest rate the City's receives
<br />on its idle funds on the date of the signing of the note.
<br />
<br /> On motion by Mr. Vandever, Seconded by Ms. Daugherty, the appropriation was
<br />amended to change the interest rate as recommended by Mr. Toscano.
<br />
<br /> The appropriation of $100,000 as a tine of credit for the Charlottesville Industrial
<br />Development Authority, as amended, which was offered at the August 15th meeting, was
<br />approved by the following vote. Ayes: Ms. Daugherty, Mr. Toscano, Mr. Vandever. Noes:
<br />None. Absent: Rev. Edwards and Ms. Slaughter.

<br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the
<br />sum of $100,000 is hereby appropriated from the unappropriated balance of the General Fund
<br />and made available to the Charlottesville Industrial Development Authority (CIDA), on a
<br />"line of credit" basis. Each drawdown from the tine of credit account will be accompanied by
<br />
