69 <br /> <br />Council broke for dinner. <br /> <br /> On motion by Mr. Vandever, seconded by Mr. Toscano, Council voted to meet in <br />executive session for the purpose of discussing personnel matters, more specifically identified <br />as hiring the new Assistant City Manager, for the purpose of considering the acquisition or <br />use of real property for public purpose, or the disposition of publicly held property, more <br />specifically described as the CSX property, and for the purpose of consultation with legal <br />counsel concerning matters pertaining to actual or probable litigation or other matters <br />requiting legal advice, as authorized by Section 2.1-344(a)(1), (3), and (7) of the Virginia <br />Code. <br /> <br /> Council adjourned for the evening and continued the executive session to October 8 at <br />9:00 a.m. <br /> <br />SHENANDOAH CROSSING- October 8, 1994 <br /> <br /> Council reconvened at 9:00 a.m. on October 8th with the following members present: <br />Ms. Daugherty, Ms. Slaughter, Mr. Toscano, Mr. Vandever. Absent: Rev. Edwards. <br /> <br />The executive session was continued. <br /> <br /> Council reconvened in open session and, on motion by Ms. Slaughter, seconded by Ms. <br />Daugherty, certified that, to the best of each member's knowledge, (i) only public business <br />matters lawfully exempted from open meeting requirements by Virginia taw were discussed in <br />the executive meeting to which this certification resolution applies, and (ii) only such public <br />business matters as were identified in the motion convening the executive meeting were <br />heard, discussed or considered by the Council. <br /> <br />CHILDREN AND YOUTH INITIATIVES <br /> <br /> Ms. Slaughter stated that the Charlottesville/Albemarle Children and Youth Commission <br />(CACY) would like direction from Council on programs for which they should be developing <br />evaluations, and Council expanded the list of programs to include: Extension Service <br />programs, Parents in Education, Families Learning Together, Boys and Girls Club, the Teen <br />Center, and TeenSight, with the emphasis on getting some measure of results, or <br />recommendations for reallocation of resources if necessary. <br /> <br /> Mr. Toscano asked that a flow chart of youth programs and where they fit into the <br />overall City system, including the schools, be developed. <br /> <br /> It was recommended that CACY explore possible business partnerships where <br />buSinesses would "adopt" youth programs and proVide partial funding fOr them. <br /> <br /> Councilors were in agreement with the proposal for CACY to hold forums on youth <br />issues, including the need to focus on programs that would improve parenting skills. <br /> It was agreed that Council and the School Board would discuss youth programs and <br />their funding, and how they fit in with the overall school program, at a luncheon meeting. <br /> <br /> Ms. Slaughter stated that she felt it was important to focus on legislation that deals with <br />youth intervention/preventiOn programs. <br /> <br /> Ms. Daugherty asked that CoUncil be provided with the number of youth who used the <br />free bus program during the summer. <br /> <br />CURFEW <br /> <br /> With regard to youth curfews, it was agreed that the Police Chi&would be given time <br />to implement alternative programs and that Council would discuss the issue further in January <br />or February. <br /> <br /> <br />
