70 <br /> <br />OTHER ISSUES <br /> <br /> The Clerk of Council was asked to develop a master calendar, updated weekly, of <br />meetings attended bY Councilors to help Councilors better allocate their time and assure that <br />certain meetings are attended by a Council Member. <br /> <br /> Ms. Slaughter and Mr. Vandever stated that they are interested in exploring providing <br />additional staff help for Council Members, to redUce the demands on Council as well as to <br />conduct independent analysis/evaluation on issues and City programs. <br /> <br /> It was agreed that Mr. Vandever would develop a proposal that would respond to <br />staffing needs for Council. <br /> <br /> Regarding boards and commissions, the following was agreed to: statutory and meeting <br />requirements would be researched; the Mayor and staff will draft a letter to all boards asking <br />that they re-examine their purpose and look at the possibility of reducing the frequency or <br />duration of their meetings. <br /> <br /> Mr. Hendrix explained that the issue of a new building for the E-911 Center w411 come <br />before Council at its November 7th meeting. <br /> <br /> With regard to capital projects, Mr. Toscano recommended that a plan be developed for <br />the entire court area, including courthouse needs as well as parking. <br /> <br />REVISITING OF GOALS/ADDITIONAL GOALS <br /> <br />The goals were identified: <br /> <br />1) Continue working on/articulate larger vision <br /> <br />2) Evaluate how decisions fit in <br /> <br />3) Have future Council discussion around retreat minutes <br /> <br /> 4) Explore holding mid-year (possibly just before budget) mini-retreat <br />Where Council could evaluate their progress toward goals/develop feedback and <br />re-evaluation methods. <br /> <br /> 5) Continue to improve neighborhoods, providing protection and help <br /> energize. <br /> <br />EVALUATION OF SESSION <br /> <br /> Positive comments included: use of "yes, but" balls; starting retreat with general <br />matters and moving into specific; facilities were good; main headings with subsections help <br />focus discusSion; staff were prepared; notebook was good; good work agenda. <br /> <br /> Changes for next retreat identified were: work on larger vision; have full complement <br />of Councilors; and build in more reCreational opportunities. <br /> <br /> The meeting was adjourned. <br />President <br /> <br /> <br />
